Job description

This National Guard position is for a TRAINING SUPPORT OFFICER (TITLE 5), Position Description Number T7200000 and is part of the FL JFHQ, National Guard.

AREA OF CONSIDERATION:

This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current onboard Title 5 onboard Federal employees within the agency ONLY and interested in helping the Department of the Army meet our mission requirements as an Training Support Officer. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.

GENERAL EXPERIENCE:

Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:

GS-11 must have at least one year of specialized experiences at the GS-09 level or the equivalent which provides knowledge and/or experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

TEMPORARY PROMOTION- For Title 5 selectees only:

This is an obligated position (incumbent is on a military tour). If a permanent employee in Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once the incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.

INDEFINITE APPOINTMENT-For Current Title 32 selectees only:

This is an obligated position (incumbent is on a military tour). If an on-board individual employed in Title 32 excepted civil service accepts this position, he/she will be converted to Title 5 and will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

This is an obligated position (incumbent is on a military tour), and selectee will receive an indefinite appointment (Tenure 3).
