Job summary

The City of Pasco is seeking an experienced and collaborative Traffic Engineering Manager to lead the Traffic Engineering Division within the Public Works Department.

This role provides leadership and technical oversight for transportation planning, traffic operations, signal systems, and development review, advancing mobility and traffic safety in one of Washington’s fastest-growing communities.

Qualifications

  • Bachelor’s Degree in Civil Engineering, Traffic Engineering, or a closely related field.
  • Eight (8) years of progressively responsible engineering experience, including five (5) years at a professional level, in traffic or transportation engineering design.
  • Three (3) years of supervisory experience.
  • Registration as a Professional Engineer (PE) in the State of Washington, or ability to obtain WA registration through reciprocity within six (6) months.

Responsibilities

  • Manage traffic signal system and analyze traffic and collision data.
  • Review development proposals and recommend safety and mobility improvements.
  • Develop division goals, work plans, budgets, and performance measures.
  • Lead the Six-Year Transportation Improvement Program.
  • Manage consultants and transportation projects; pursue grants.
  • Ensure compliance with state/federal regulations and MUTCD standards.
  • Collaborate with City departments, regional agencies, consultants, and the public.
  • Represent the City at meetings and professional forums.

SALARY:$115,260 – $171,360 annually depending on qualifications

THE ROLE

The City of Pasco is seeking an experienced and collaborative Traffic Engineering Manager to lead the Traffic Engineering Division within the Public Works Department.

This is an excellent opportunity for a transportation engineering professional to lead a growing program, shape transportation infrastructure, and advance mobility and traffic safety initiatives in one of Washington’s fastest-growing communities.

Reporting to the Public Works Director and Deputy Public Works Director, the Traffic Engineering Manager provides leadership and technical oversight for transportation planning, traffic operations, signal systems, development review, traffic safety, capital projects, and long-range transportation improvements.

The Traffic Engineering Manager leads the City’s Traffic Engineering Division and oversees traffic operations, transportation planning, engineering studies, design projects, and related programs. Key responsibilities include:

  • Managing the City’s traffic signal system and evaluating traffic and collision data.
  • Reviewing development and engineering proposals and recommending improvements to safety, mobility, capacity, and system performance.
  • Developing division goals, work plans, budgets, and performance measures.
  • Leading the City’s Six-Year Transportation Improvement Program.
  • Managing consultants and transportation projects and pursuing grant funding.
  • Ensuring compliance with applicable state and federal regulations, MUTCD requirements, and City standards.
  • Collaborating with City departments, regional agencies, consultants, contractors, developers, residents, businesses, and community partners.
  • Communicating technical information clearly and representing the City at Council meetings, regional meetings, community events, and professional forums.

REQUIRED MINIMUM QUALIFICATIONS:

(Any equivalent combination of education and experience, which provides the applicant with the knowledge, skills and abilities required to perform the job.):

  • Bachelor’s Degree in Civil Engineering, Traffic Engineering, or a closely related field.
  • Eight (8) years of progressively responsible engineering experience, including five (5) years at a professional level, in traffic or transportation engineering design.
  • Three (3) years of supervisory experience.
  • Registration as a Professional Engineer (PE) in the State of Washington, or the ability to obtain Washington State registration through reciprocity within six (6) months.
PREFERRED QUALIFICATIONS:
  • Previous public works and public agency project experience.
  • Professional Traffic Operations Engineer (PTOE) certification.
  • Experience managing traffic signal systems, transportation planning programs, and complex transportation capital projects.
  • Experience working with elected officials, regional agencies, developers, consultants, and members of the public.

SAFETY/WORK CONDITIONS

Work is primarily performed in an office environment while stationed at a desk, with occasional work in the field at project or construction sites. Field inspections may require walking, stooping, and climbing and may involve exposure to heavy equipment, noise, varying or extreme weather conditions, blowing dust, uneven or varying terrain, and traffic.
