Job summary

The City of Shreveport is seeking a City Traffic Engineer to lead the Traffic Engineering Division, develop capital plans for traffic, safety, lighting, and related projects, and ensure compliance with federal and local standards. The role reports to the City Engineer and collaborates with Public Works leadership.

Ideal candidates bring a PE license in Louisiana or the ability to obtain within 12 months, 5+ years of relevant experience, and strong leadership and project management skills to

Qualifications

  • Bachelor of Science in Civil Engineering or related engineering field.
  • Minimum of 5 years of experience in Traffic Engineering, Transportation Engineering, Roadway Design or related.
  • Professional Engineer (P.E.) license in Louisiana or ability to obtain within 12 months.
  • Valid driver’s license required.

Responsibilities

  • Assist in management of the Traffic Engineering Division.
  • Supervise staff and oversee division operations and budgets.
  • Coordinate capital projects and contractor oversight for traffic systems.
  • Review traffic control, signaling, street lighting, striping plans and permits.
  • Ensure compliance with MUTCD and applicable codes and standards.
  • Represent the division in public meetings and hearings.

Job description

Position Summary

The City Traffic Engineer reports to the City Engineer. The Traffic Engineer manages capital planning and projects related to traffic, safety, lighting, and others as assigned by the CAO, Director of Public Works and the City Engineer.

Essential Duties
  • Assists the Superintendent of Traffic Engineering with management of the Traffic Engineering Division.
  • Supervises employees as needed; responsible for the division's operation, assists with capital budgets; keeps abreast of local current events to manage the division; responsible for representing the division/department in various public forums.
  • Acts as a budget coordinator and capital project manager for the division.
  • Ensures staff understands and applies federal, state and local codes and ordinances, which govern traffic engineering design and construction.
  • Assists in keeping the director(s), and staff, aware of current legal, federal standard, and liability issues associated with traffic engineering.
  • Advises the director(s) should legislation violate local, state, & federal laws or prevailing state & federal standards for traffic control.
  • May appear before various boards and courts to testify in appeals and other legal actions.
  • Provides oversight in the preparation of design plans, specifications and review.
  • Provides project oversight of contractor performance on assigned projects.
  • Reviews or designs traffic control, parking, striping, signal and street light plans, etc.
  • Manages the state contract for signal maintenance.
  • Manages the maintenance programs for City maintained streetlights and traffic signals, striping, signs, etc.
  • Responds to internal and external requests for traffic devices through use of engineering studies.
  • Supervises management of the City's Street light program and responds to requests for new lights. Refers non-City lights to proper authority.
  • Responsible for oversight of applicable utility payments.
  • Responsible for providing customer service responses to citizens regarding traffic.
  • Reviews permits and development plans.
Minimum Qualifications
Education:

Bachelor of Science in Civil Engineering (or related engineering field).

Experience:

A minimum of 5 years of experience in Traffic Engineering, Transportation Engineering, Roadway Design, Congestion Management, Civil Engineering or Construction Management.

Certifications:

Professional Engineer (P.E.) License in the State of Louisiana (or ability to obtain one within twelve months) is required.

Professional Transportation Operations Engineer (PTOE) preferred (but not required)

Knowledge:

Knowledge of the principles and practices of traffic planning, engineering and operations, particularly as applied to municipal public works. Extensive knowledge of the federal Manual on Uniform Traffic Control Devices (MUTCD). Budget Processes as related to government entities. Knowledge of applicable federal, state and local laws, ordinances, policies, and procedures. Demonstrated ability to maintain and manage street marking, lighting, work zone, and sign maintenance programs.

Skills:

Strong engineering ability and a leadership record. Must possess the ability to implement goals as directed, ensure efficient project management and maintain working relationships with various City staff and private professionals.

Must possess a valid driver's license and Professional Engineer's license upon appointment.

Work Environment:

This job operates in a professional engineering environment. This role routinely uses standard office equipment. Often subject to irregular work hours.
