Job summary

Horizon Industries, based in the Washington, DC area, seeks a Senior Project/Program Manager to lead the DISA portfolio using Agile and Lean methods.

You will partner with the COR, Task Order Managers, and government stakeholders to deliver solutions on time, manage multiple concurrent projects, and drive digital transformation while ensuring compliance with Federal procurement processes.

Qualifications

• 5 years of project management experience with progressively higher responsibility.
• 5 years leadership experience in IT and/or consulting fields.
• Demonstrated experience with Agile coaching, advising, workshops, and mentoring.
• Organization-level experience with executive coaching on digital service delivery design.
• PMP Certification or equivalent nationally recognized project management certification.
• Scrum Alliance Certified Enterprise Coach or equivalent Agile certification.
• Proven track record of successful large-scale project delivery.
• Experience working with Government agencies and understanding of Federal procurement processes.
• Demonstrated ability to manage multiple concurrent projects and priorities.
• Experience with digital transformation initiatives.
• Strong understanding of compliance and regulatory requirements in Government environments.

Responsibilities

Key Responsibilities

This role supports the Defense Information Systems Agency (DISA), which combines Agile expertise with project management leadership to enable delivery teams to adopt Agile methodology while managing large, complex task orders. The position establishes processes for managing a portfolio of work in an Agile way, drives strategic change across the organization for adoption of Agile techniques, and embeds an Agile culture using techniques from a wide range of Agile and Lean methodologies and frameworks. Under the guidance of the Program Manager, this role is responsible for the overall management of specific task order(s), working directly with the Contracting Officer Representative (COR), Task Order Managers, Government management personnel and customer agency representatives. The position ensures that technical solutions and schedules are implemented in a timely manner while enabling stakeholders to find accurate and current project or program status without disruption to delivery.

Required Qualifications

• Five (5) years of relevant project management experience with progressively higher responsibility
• Five (5) years of leadership experience in public and/or private sector IT and/or consulting fields
• Demonstrated experience with Agile coaching, advising, workshops, and mentoring
• Organization-level experience with executive coaching on digital service delivery design
• Certifications:
• Project Management Professional (PMP) Certification or equivalent nationally recognized project management certification
• Scrum Alliance Certified Enterprise Coach or equivalent Agile certification

Additional Qualifications:

• Proven track record of successful large-scale project delivery
• Experience working with Government agencies and understanding of Federal procurement processes
• Demonstrated ability to manage multiple concurrent projects and priorities
• Experience with digital transformation initiatives
• Strong understanding of compliance and regulatory requirements in Government environments

Education: Bachelor's degree (BS/BA) required

Preferred Qualifications:

• Master's degree in Project Management, Business Administration, or related field
• Experience with DoD or DLA contracting systems
• Knowledge of ITIL framework and service management
• Experience with cloud technologies and modern software architectures
• Familiarity with AI/ML implementation in enterprise environments
