Job summary

HDR is seeking a TMT Program Manager to lead multidisciplinary design teams from conception to completion and to secure and expand business with a global client base. Travel to client sites or HDR offices may be required.

The role emphasizes delivering complex tech media & telecom programs, advising clients on technical, regulatory, financial and community aspects, and planning and monitoring all program execution with a focus on risk management and accountability.

Qualifications

  • Bachelor's degree in Engineering, Construction Management, Sciences, Business Administration, or a closely related field.
  • Program management experience meeting one of the specified criteria: deputy to Program Manager with $200M+ capital value, or PM/PC Manager for programs $200M+, or 10+ years directing multi-disciplinary teams on projects $50M+.
  • Strong leadership and communication skills. Comfortable presenting to client executives and large audiences.
  • Experience with alternative delivery methods (DB, PDB, CMAR).
  • Familiar with PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics.

Responsibilities

  • Lead multidisciplinary tech media & telecom (TMT) programs with high complexity and non-technical intricacies.
  • Advise clients on technical, regulatory, financial, and community facets of TMT programs.
  • Leverage lessons learned and industry best practices to address client needs.
  • Plan, direct and monitor all aspects of program execution.
  • Oversee a broad range of disciplines including capital planning, change management, procurement and scheduling.
  • Identify issues and risks and assist with resolution and timely decisions.
  • Provide strategic advice and deploy resources to address challenges.
  • Develop and implement program plans, startup plans, and work plans to drive efficiencies.
  • Direct HDR and subconsultant teams; promote alignment and transparent communication.
  • Secure resources to deliver services per contract scope and maintain QA/QC and financial performance.
  • Grow HDR’s program management services and pursue new opportunities; mentor staff.
  • Align with operations and market planning for regional needs; mentor project managers.
  • Perform other duties as needed.

Job description

HDR is looking for a TMT Program Manager whose experience focuses on client development and delivery of data center projects. The role primarily involves managing multidisciplinary design teams from project conception to completion, while securing and expanding business from a global client base. Travel to client sites or other HDR offices may be required.

Primary Responsibilities
  • Assume leadership responsibilities for managing multidisciplinary tech media & telecom (TMT) programs with a high degree of technical complexity and non-technical intricacies.
  • Advise clients on the technical, regulatory, financial, and community facets of tech media & telecom (TMT) programs, which are all critical to program success.
  • Leverage lessons learned from other programs and industry best management practices to address each client’s specific needs.
  • Plan, direct and monitor all aspects of program execution.
  • This may involve overseeing a broad range of disciplines including, but not limited to: capital planning, change management, commissioning/asset onboarding, communications, document management, environmental planning/compliance, engineering, equity, financial support, organizational strengthening, permitting, planning/design management, program governance, procurement, project management, quality management, real estate, regulatory support, risk management, scheduling, strategic planning, sustainability, and resiliency.
  • Anticipate and identify potential issues and risks that may impact program implementation, and assist the client with problem-solving, issues resolution, risk mitigation, and timely decision-making.
  • Provide strategic advice and thought leadership and deploy the required resources to address various program challenges and unanticipated events.
  • Develop and implement various plans (program management plans, startup plans, and work plans), business processes, and tools to drive efficiencies, emphasize accountability, bring team alignment, and promote transparency.
  • Direct the services provided by a program team comprised of HDR and subconsultants staff.
  • Promote alignment within the team through effective and regular communication.
  • Secure the resources required to deliver services specified in the contract scope with a focus on contract compliance.
  • Monitor team performance and establish a robust QA/QC program to meet client expectations.
  • Monitor the program’s financial performance against pre-established financial metrics and make adjustments as necessary to meet earnings and profitability targets and control losses.
  • Contribute to the growth of HDR’s program management services by (1) building a long-term trusted advisory relationship with clients; (2) looking for opportunities to expand our services to address the needs of existing clients; (3) supporting the pursuit of new program contract opportunities; and (4) mentoring and training staff working on programs.
  • Align and communicate with operations and market sector planning for resources, goals, and area growth in the region as they relate to the program needs you are supporting with periodic check‑in meetings.
  • Align, communicate, and mentor project managers within the program you are supporting with periodic check‑in meetings.
  • Perform other duties as needed.
Preferred Qualifications
  • Master’s degree in Engineering, Construction Management, Sciences, Business Administration, or a closely related field
  • Professional Engineering License
  • PMI Project Management Professional (PMP) certification
  • PMI Program Management Professions (PgMP) certification
  • CMAA Certified Construction Manager (CCM) Certification
  • AICP Certification
  • Experience participating in the consultant or owner program management team of at least one (transportation/water/resources) infrastructure program(s) with a capital value of $350 million
  • Knowledgeable of other alternative delivery/contract models, such as public‑private partnership (P3), design‑build‑finance‑operate‑maintain (DBFOM), and engineering procurement construction (EPC)
  • Experience working in an integrated fashion within a Program Management Office (PMO) comprised of consultant and client staff
  • Willingness to travel and, if needed, commute to a client’s site temporarily
  • US Citizen
Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Planning, Sciences, Business Administration, or a closely related field
  • Program management experience consistent with one of the following requirements:
  • A minimum of three (3) years of program management experience in a deputy role to the Program Manager for the delivery of one or more programs, with a cumulative capital value of $200 million or more, or;
  • A minimum of five (5) years of program management experience as a Project Manager or Project Controls Manager for the delivery of one or more programs, each with a capital value of $200 million or more, or;
  • A minimum of ten (10) years of project management experience as a Project Manager directing a multi‑disciplinary team for the delivery of at least two (2) projects, each with a capital value of $50 million or more.
  • Strong leadership skills with experience building a cohesive team culture and managing team members in various locations.
  • Excellent communication skills. Comfortable presenting to client executives and in front of a large audience in a public setting.
  • Management experience with the implementation of projects or programs using alternative and collaborative delivery methods, including design‑build (DB), progressive design‑build (PDB), and/or construction management at‑risk (CMAR).
  • Familiar with the various tools used to manage large programs - PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.
