Job summary

Core Responsibilities
  • Compliance Oversight
  • Ensure District-wide compliance with Title IX regulations and applicable state laws.
  • Monitor and update policies, procedures, and practices to align with current legal requirements.
  • Serve as the primary point of contact for Title IX matters.
Complaint Intake And Case Management
  • Receive, review, and respond to reports of sex-based discrimination, including sexual harassment and sexual violence.
  • Coordinate and oversee prompt, equitable, and impartial investigations.
  • Maintain accurate, confidential records of all reports, investigations, and resolutions.
Grievance Procedures
  • Implement and manage the District’s Title IX grievance process.
  • Ensure all parties are informed of their rights, available resources, and procedural steps.
  • Coordinate supportive measures for involved students and staff, regardless of whether a formal complaint is filed.
Training And Education
  • Develop and deliver training programs for staff, students, and administrators on Title IX, harassment prevention, and reporting obligations.
  • Ensure investigators, decision-makers, and relevant personnel receive required annual training.
Prevention And Climate Initiatives
  • Lead proactive efforts to prevent sex-based discrimination and harassment.
  • Collaborate with school leadership to promote a safe, inclusive educational environment.
  • Analyze data and trends to inform prevention strategies.
Coordination And Collaboration
  • Work closely with principals, HR, counseling staff, and legal counsel on Title IX matters.
  • Coordinate with external agencies as needed (e.g., law enforcement, child protective services).
Reporting And Documentation
  • Prepare required reports for District leadership and regulatory agencies.
  • Maintain compliance documentation and audit readiness.
Policy Development
  • Review and recommend updates to District policies related to nondiscrimination, harassment, and equity.
  • Ensure policies are accessible and communicated to the school community.
Confidentiality And Sensitivity
  • Handle all matters with discretion, neutrality, and cultural competency.
  • Balance transparency with privacy obligations under FERPA and other laws.
Additional Duties as assigned by the Superintendent of School or Chief Legal Counsel
  • Perform other related duties as assigned to support District compliance and student safety.
Minimum Job Qualifications
Education and Experience
  • Juris Doctor (J.D.) strongly preferred; Bachelor's degree required in law, public policy, human resources, education, or a related field.
  • Current or former admission to a state bar in good standing preferred.
  • Minimum of 5 years of experience in legal practice, compliance, civil rights enforcement, or workplace/school investigations.
  • Demonstrated experience conducting or advising on investigations, administrative hearings, or grievance processes.
  • Experience interpreting and applying federal and state laws and regulations, particularly civil rights laws (including Title IX, Title VII of the Civil Rights Act, and FERPA), strongly preferred.
  • Prior experience in education or representing educational institutions is a plus, but not required.

KNOWLEDGE, SKILLS, And ABILITIES
Legal & Regulatory Knowledge
  • Strong working knowledge of Title IX and related federal civil rights laws, including Title IX, Title VII of the Civil Rights Act, and FERPA.
  • Ability to interpret evolving regulatory guidance and translate legal requirements into operational policies and procedures.
  • Familiarity with administrative law principles, due process, and evidentiary standards.

  • Ability to exercise sound legal judgment while balancing compliance obligations with educational priorities.

Leadership & Training
  • Ability to design and deliver training on legal compliance, risk mitigation, and harassment prevention.
  • Experience advising leadership on risk, liability exposure, and compliance strategy.
Certifications / Training
  • Completion of Title IX Coordinator/Investigator training or willingness to obtain certification within a specified timeframe.
  • Commitment to ongoing legal and regulatory professional development.

Physical Requirements
