Introduction

Data analyst with emphasis on informing higher education policies and practices in higher education and the workforce. This includes but is not limited to topics on the transition from higher education to the workforce, with an emphasis on ongoing work on credentials of value methodology, ensuring alignment with labor market outcomes, institutional costs, and student success metrics.

General Description

Performs advanced and complex quantitative data analysis, research, and evaluation, with emphasis on informing higher education policies and practices in higher education and the workforce. This includes but is not limited to topics on the transition from higher education to the workforce, especially as they relate to the state strategic plan for higher education, Building a Talent Strong Texas. Provides data analysis and data-informed information to the agency and state leadership, higher education institutions, and other stakeholders. An understanding of how data informs policy and practice and collaboration with various stakeholders are key components of this position. Works under moderate supervision, with some latitude for the use of initiative and independent judgment. This position reports to the Director of Workforce Data and Analysis.

General Duties and Responsibilities

• Perform advanced analytical tasks with large and complex data, which includes collection, analysis, and presentation of data.
• Perform analytical tests to support ongoing work on credentials of value methodology, ensuring alignment with labor market outcomes, institutional costs, and student success metrics.
• Produce reports on complex policies and practices in higher education and the workforce.
• Run data metrics related to but not limited to credentials of value, degree attainment, and workforce Pell, in a timely manner.
• Demonstrate both written and verbal communication skills that effectively develop and present data (e.g., concise technical documentation, data visualizations, written and tabular reports, informal and formal presentations, publications) to various stakeholders.
• Work closely with internal and external stakeholders to provide data that informs business needs.
• Respond to Legislative requests for information, data, and the design or implementation of studies and analyzes legislation in coordination with internal agency management and staff.
• Performs other duties as assigned.

Knowledge Skills or Abilities

• Expert in quantitative methods and statistical concepts and methods and their application to data analysis.
• Ability to use data and research to inform effective implementation of policies and programs.
• Knowledge of research methods, sources, principles, and philosophies.
• Ability to plan, organize and conduct complex research projects.
• Experience working with large, longitudinal datasets.
• Experience with data visualization software (e.g., PowerBI or Tableau).
• Knowledge of higher education and workforce data.
• Skill in using statistical/analytical software (e.g., SAS, SQL, SPSS, or other package).
• Ability to write and prepare concise reports.
• Ability to communicate effectively in written and oral forms with a variety of internal and external audiences.
• Ability to communicate complex data insights and solutions to non-technical stakeholders clearly and compellingly.
• Ability to analyze complex problems and develop solutions using appropriate professional judgment and reasoning.
• Ability to establish and maintain effective work relationships both internally and externally, and to work cooperatively and effectively in a team environment.
• Strong attention to detail and ability to manage multiple priorities in a fast-paced and collaborative environment. Must be comfortable with changing priorities.

Required In-Office Days

This position is authorized for a hybrid telework schedule. Employees are required to work in the office two (2) days per week, with the remaining three days eligible for telework. Specific in-office days may be determined by the department to meet business needs.

Qualifications

Required Minimum Education and Experience

• Bachelor's degree in economics, computer science, social science, or education with coursework in statistics, research design and quantitative methodology or related discipline.
• Five + years of experience in data analysis, research, evaluation, or analytical work and in using analytical/statistical software.
• Master's degree from an accredited college or university may substitute for one year of required experience in research, evaluation, or analytical work.
• Doctorate degree from an accredited college or university may substitute for two years of required experience in research, evaluation, or analytical work.
• Other combinations of education and direct, related experience may be considered.

Preferred

• Experience using SAS and/or SQL highly preferred.
• Experience using PowerBI.
• Knowledge of Texas higher education policy, funding, and statistics.
• Demonstrated knowledge of K-12 and/or workforce data, particularly aspects of those data related to higher education.
• Experience working with Quarterly Unemployment Insurance (UI) wage data from the Texas Workforce Commission.
• Experience working with the Integrated Postsecondary Education Data System (IPEDS).
• Experience working with the American Community Survey (ACS) 5-Year Public Use Microdata from the U.S Census Bureau.
