Description Of Job
The Work Unit:

The Business Technology Modernization Unit for Business Operations exists within the Air Pollution Control Division [APCD], a division within the Colorado Department of Public Health and Environment [CDPHE], to provide technical operational support for data, technology modernization & business operational efforts. This work unit manages, maintains, and develops the APCD permitting and air databases; investigates, evaluates, and develops new methodologies to clearly connect data to stakeholders; provides Air specific business app support, and drives the development of any/all internal or public facing data platforms that pertains to permitting and operations within Business Operations for APCD.

What You Will Do

This position serves as a member of the Business Technology Modernization Team supporting both the existing Salesforce solution as well as implementing new solutions by acting as a system analyst, SME and administrator. This position, in coordination with the lead salesforce analyst, will help to mentor current staff and act as a Salesforce subject matter expert on this and connected ecosystem technologies through participation on an agile and/or project team, including implementing, approving designs and configuration changes. Additionally, this position will work with the product owner or assist as a co-product owner to capture requirements, user stories, and document solutions that meet the configure-first, low/no code, and API-driven architectures. This position will ensure conformance of application with software best practices including ensuring unit testing, end-to-end testing, accessibility testing, build updates as well as regression testing for smooth release management.

This position will also ensure they are knowledgeable of the latest Salesforce capabilities and peripheral tools along with ensuring the overall health of the division’s applications meet industry and agency best practices. Through communication and relationship building, the individual in this role will ensure the solutions are meeting the overall business needs thereby supporting the current and future use of Salesforce as a solution. This position will assist teams with the growth of the APCD Salesforce operations to guide administrators across the agency with both Salesforce, related tools, and industry best practices.

Key Responsibilities
  • System Analysis, Configuration and Administration Acts as a primary support and implementation resource for the Division’s Salesforce applications and peripheral apps; the Division has applications within the Salesforce environment, and many more in plan, and supports many internal and external users. This position will be a go-to resource for the division’s business technology administration and implementation including the creation, maintenance, and management of visualforce pages, omniscript forms, omniscript templates, communities, lightning web components, Apex classes and triggers, APIs / external integrations, workflows, processes, flows, email alerts, omniscript, document generation, templates, forms, fields and objects, record types, assignments, permissions, page layouts etc,. Additionally, this position will act as a first line resource or support concerning data and integration including ensuring data integrity best practices, identifying and troubleshooting data issues through salesforce configuration or third party integrations, managing and creating reporting and dashboards, and ensuring data backups.
  • Functionality Research, Review and Design Works directly with the business units and product owner(s), as well as help support product owner activities to define and document required business functions and processes for the purpose of addressing incidents and change orders required for system functionality. This position will be responsible for helping the product owner clarify any requirements, provide level of effort for user stories, build prototypes as needed, ensure proper testing of success criteria, and training of staff. The position will communicate with various stakeholders in the process including: Salesforce product owner, project and program managers, business management, SMEs, end users, vendors and OIT.
  • Create training material and demonstration This position will support new and existing product owner(s) and other staff helping to grow the current knowledge base and support the increasing needs of the Division. This position may assist with agile activities and areas that request support as needed, such as creating user training, materials, requirements gathering, and demonstration when new systems and functionality are implemented. This can include one-on-one or group guidance as well as documentation creation. Additionally, this position will participate in agency-wide opportunities to provide guidance on Salesforce best practices.
  • Other Duties as Assigned Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

Experience Only

Education And Experience

A combination of related education and/or relevant experience in Salesforce development and configuration or experience similar to the duties assigned to the position and/or a degree in Computer Science, Management Information Systems (MIS), and Information Systems or closely related equal to six (6) years

Preferred Qualifications
  • Relevant experience with the State of Colorado
  • Preference for Salesforce certifications including: Salesforce Certified Administrator, Salesforce Advanced Administrator, Salesforce Platform Developer, Salesforce Platform App Builder, Salesforce OmniStudio Developer, Salesforce Agentforce.
  • Preference for experience in permitting, compliance, inspection.
  • Preference for working knowledge of various tools including AI/Google (GCP)/AWS, Tableau, Smartsheet, Python, SQL, ArcGIS, Lucid, Looker.
  • Preference for working knowledge of Agile methodologies, including tools such as Azure, Jira, Confluence.
  • Preference for experience with data analysis, migration, or reporting.
  • Preference for experience with user story creation or requirements gathering.
