Job summary

Trilogy Federal is seeking a TBM Analyst to support the VA's OIT ITBudget and Finance (ITBF) organization. The role focuses on TBM cost transparency, financial governance, and data-driven decision-making across IT budgets and investments.

You will sustain and enhance the TBM Cost Transparency Model using Apptio, collaborate with government clients, and contribute to data governance and analytical modeling to inform leadership decisions. Hybrid in Washington, DC area.

Qualifications

• 3+ years of experience in IT financial management with exposure to TBM
• Basic knowledge of SQL and ETL processes for data querying and preparation
• Strong written and oral communication skills for reports and presentations
• Ability to manage tasks independently and meet deadlines

Trilogy Federal is seeking aTechnology Business Management (TBM) Analystto support the Department of Veterans Affairs (VA) Office of Information and Technology (OIT), ITBudgetand Finance (ITBF) organization. This role supports TBM initiatives to advance IT cost transparency, strengthen financial governance, and enable data-driven decision-making across the VA. TheTBMAnalystwillassistin the sustainment and enhancement of the TBM Cost Transparency Model, leveraging Apptio and TBM Council standards.

This role requires foundational knowledge offederal ITfinancial management, data governance, and analytical modeling, with the ability toassistin analyzing financial and technical data to support reporting and decision-making aligned to VA leadership priorities.

We are seeking candidates for a hybrid-location role in Washington, D.C.; only DC Metro Area candidates will be considered.

Please note, this position is contingent upon award (estimated July/August2026).

Primary Responsibilities

• Review and analyze financial, operational, and IT data to map to the TBM framework, applying TBM taxonomy, activity-based costing, and Apptio methodologies to sustain and enhance the TBM Cost Transparency Model.
• Providetechnicalsupportand data analysisto improve IT cost transparency and planning by analyzing,validating, and reporting IT financial and operational performance to support informed budget and investment decisions.
• Build andmaintaindata workflows to automate financial processes and support TBM platform operations, including data validation, configuration, and testing within Apptio.
• Support data governance activities by normalizing and validating data according to established frameworks
• Contribute to the continuous improvement of analytical models through data-driven feedback and testing
• Support senior staff invirtualand face-to-facemeetingswith government clientsby preparing necessary documentation and technical analysis

Minimum Requirements

• 3+ years of experience in ITfinancial management, including budgeting, forecasting, governance, and decision support, with exposure to TBM principles and financial data to support cost transparency and technology investment decisions.
• Basic knowledge of SQL and ETL processes, with the ability toassistin querying, extracting, and preparing data for analysis.
• Ability to communicate clearly and collaborate with team members and stakeholders.
• Develop strong written and oral communication skills, including reports, summaries, and presentations.
• Ability to manage tasks independently, prioritize work effectively, and meet deadlines with guidance.
• Bachelor’sdegree inIT, Business,ora relatedfield.
• Ability to obtaina PublicTrust clearance.

Preferred Qualifications

• VA or Federal experience preferred.
• Experience working in an Agile environment (SAFepreferred).

$75,000 - $85,000 a year
