Maximus seeks a Technical Surveillance Countermeasures (TSCM) SME for a mission-focused program in Bethesda, MD. The role requires an active TS/SCI with CI Polygraph and TSCM certification to assess vulnerabilities and support CI investigations.

On-site in Bethesda, you will inspect, test, and document countermeasures for national security objectives while coordinating with executive leadership and project teams. A strong policy and operational focus underpins this critical position.

Qualifications

• Active TS/SCI with CI Polygraph.
• TSCM Certified.
• Experience conducting TEMPEST assessments.
• Expert knowledge of RF, direction finding, wireless comms, and TSCM procedures.
• General knowledge of counterintelligence investigations, insider threat, physical security, cyber security, digital forensics.

Responsibilities

• Conduct physical/technical assessments to identify vulnerabilities and mitigate them.
• Perform Technical Surveillance Countermeasures inspections.
• Conduct TEMPEST surveys/assessments and recommend mitigations.
• Conduct acoustic testing to determine ICD 705 waiver requirements.
• Develop and disseminate policy and instruction at Agency and ICD level.

Maximus is seeking a Technical Surveillance Countermeasures (TSCM) SME for our client’s operational requirements on a mission focused program within a challenging, dynamic setting located in Bethesda, MD. The TSCM professional will assess and mitigate technical/physical security concerns related to personnel, facilities or information, to include technical support to Counterintelligence (CI) and Insider Threat investigations. Successful candidates in this position will communicate with executive leadership (internally or client) regarding matters of significant importance to the organization/project.

Job-Specific Essential Duties and Responsibilities:

• Conduct physical/technical assessments to identify vulnerabilities and recommend mitigation.
• Conduct Technical Surveillance Countermeasures inspections.
• Conduct TEMPEST surveys/assessments and recommend mitigations.
• Conduct acoustic testing to determine ICD 705 waiver requirements.
• Research and development of policy and instruction at Agency and ICD level.

Job-Specific Minimum Requirements:

• Active TS/SCI with CI Polygraph.
• TSCM Certified.
• Experience conducting TEMPEST assessments.
• Expert level of knowledge of Radio Frequencies, direction finding procedures, wireless communications, and general TSCM procedures and processes.
• General knowledge of counterintelligence investigations, insider threat operations, physical security and anti-terrorism requirements, cyber security, digital forensic and IT infrastructure.
• Working knowledge of ICD 702 doctrine.
• Bachelor's degree with 12-15 years of relevant experience, or Master's degree with 9-13 years of relevant experience, with the final level determined based on the skills, education, and experience of the selected candidate. Additional experience may be substituted for degree requirements.

Preferred Skills and Qualifications:

• Advanced degree in a relevant field.
• Proficiency in conducting radio frequency directions, finding missions to identify unauthorized transmitting devices.
• Experience providing technical security, subject matter expert input to designated IC working groups.
• Experience developing and disseminating workforce education for counterintelligence and security.
• Minimum of 5 years of experience working within or alongside the Intelligence Community (IC).
