Job summary

CATHEXIS in the Washington, DC area seeks a dynamic Technical Project Manager to lead the Census Bureau software tools portfolio, aligning with our strategic roadmap, managing budgets, mitigating risk, and delivering high-quality results.

You will coordinate government customers, leadership, and project teams, ensuring compliance with federal requirements and CATHEXIS policies, while traveling to Suitland, MD as needed to maintain close customer relationships.

Qualifications

  • Minimum 10 years IT Project Management experience.
  • Minimum 7 years in System Administration, IT Operations, Software Delivery, and Release Management concepts.
  • 2 years of experience managing government contracts, task orders, or customer-funded projects.
  • 7 years of Microsoft Project experience.
  • 7 years of Earned Value Management experience.
  • 7 years of Risk Management experience.
  • 7 years of experience with SDLC from requirements to implementation.
  • Ability to manage resources and day-to-day processes.
  • Ability to follow and manage Software Process Improvement.
  • 2–3 years of Agile and/or SAFe Frameworks.
  • Project Management Certification (PMP, SAFe).
  • Experience in a software engineering environment following CMMI/ITIL.

Responsibilities

  • Plan, organize, and manage tasks from initiation through closeout, aligned with contract scope and customer expectations.
  • Develop and maintain project schedules, work plans, milestones, and status reports.
  • Monitor budget, labor utilization, resources and metrics to ensure on-time, on-budget delivery with quality.
  • Serve as primary liaison among government customers, leadership, staff, subcontractors and partners.
  • Coordinate and guide project teams, assign responsibilities, track progress, and remove roadblocks.
  • Identify, assess and mitigate risks, schedule constraints, compliance issues, and customer concerns.
  • Ensure activities comply with contract terms, policies, federal requirements, security, and customer procedures.
  • Prepare recurring status updates, briefs, meeting agendas and minutes for customers.
  • Support contract administration including documentation, deliverables, change requests, invoicing, and audit readiness.

We are looking for a dynamicTechnical Project Manager to join our team! The Project Manager will support the Census Bureau in the development and support of software tools to aid in their mission. The Project Manager is responsible for the leadership and management to help build and execute our Census portfolio. The Project Manager leads a project which involves developing a business plan that aligns with CATHEXIS’ strategic roadmap, motivating others to commit to that plan, reinforcing CATHEXIS’ value proposition, and holding everyone accountable for their performance. The Project Manager manages the project by overseeing its project set, setting, reviewing, and controlling budgets, managing and mitigating risk, and ensuring high levels of quality, customer satisfaction, and compliance with CATHEXIS policies and procedures. The Project Manager inspires excellence in delivery, loyalty in their clients, teamwork, and professional growth in all of their employees. The Project Manager works with the corporate Leadership Team of CATHEXIS and the role inherently includes contributing to the overall success of CATHEXIS through cross-selling, collaboration, and improving enterprise-wide tools and processes.

This position is local to the Washington, DC area and involves managing a remote staff. Regular visits to the customer site in Suitland, MD will be necessary in order to maintain a close customer relationship.

Responsibilities

The responsibilities include, but are not limited to:

  • Plan, organize, and manage tasks from initiation through closeout, ensuring alignment with contract scope, Statement of Work, deliverables and customer expectations
  • Develop and maintain project schedules, work plans, milestones, status reports, etc., to support timely and transparent project execution
  • Monitor project budget, labor utilization, resources and performance metrics to ensure work is completed on time, within budget and in accordance with quality standards
  • Serve as the primary liaison among government customers, company leadership, project staff, subcontractors and teaming partners to support clear communication and issue resolution
  • Coordinate and guide project teams, assigning responsibilities, tracking progress, removing roadblocks and ensuring accountability for deliverables
  • Identify, assess and mitigate project risks, schedule constraints, compliance issues, and customer concerns before they affect performance
  • Ensure project activities comply with contract terms, company policies, applicable federal acquisition requirements, security requirements and customer-specific procedures
  • Prepare and deliver recurring project status updates, briefing materials, meeting agendas, meeting minutes and customer-facing reports
  • Support contract administration activities, including documentation, deliverable submission, change requests, subcontractor coordination, invoicing support and audit readiness
  • Minimum 10 years IT Project Management experience.
  • Minimum 7 years of working experience in one or more of the following areas: System Administration, IT Operations, Software Delivery, and Release Management concepts
  • 2 years of experience managing federal, state or local government contracts, task orders, or customer-funded projects
  • 7 years of Microsoft Project experience

  • Working knowledge of project management and collaboration tools such as Microsoft Project, Smartsheet, Jira, Asana, Trello, SharePoint, Teams or similar platforms
  • Strong organizational skills and the ability to manage multiple priorities in a fast-paced small business environment
  • Ability to identify issues early, recommend practical solutions, and drive tasks to completion with limited oversight
  • Understanding of compliance, security, quality assurance, or audit readiness requirements in a government contracting environment

The annual salary range for this role is $140,000- $165,000. Please note that the salary information provided is a general guideline. CATHEXIS considers various factors in its final offer, including location, qualifications, experience, and skills.
