Job summary

Guidehouse is seeking an experienced Technical Project Manager to lead end‑to‑end delivery of complex technical initiatives for the GrantSolutions contract in the United States. You will oversee modernization, integrations, cloud adoption, and cybersecurity efforts, coordinating cross‑functional teams, vendors, and Federal stakeholders to achieve measurable outcomes.

Qualifications

  • Must be able to obtain and maintain a Federal or DoD Public Trust; adjudication required before onboarding.
  • Bachelor’s degree in computer science, information systems, engineering, business, project management, or related field.
  • Ten years of relevant experience; eight+ years in complex software, cloud, or enterprise initiatives.
  • Proven end‑to‑end delivery across multiple teams and vendors.
  • Strong project management discipline: scope, schedule, cost, quality, risk, and change.
  • Experience with Agile, Scrum, Kanban, hybrid, and predictive delivery approaches.
  • Knowledge of SDLC and modern delivery practices including cloud, cybersecurity, and DevSecOps.
  • Experience with AWS and Java-based applications; ability to read architecture and translate to plans.
  • Ability to establish governance, milestones, metrics, and audit-ready documentation.
  • Finance management: budgeting, forecasting, EAC/ETC, and variance analysis.

Responsibilities

  • Lead projects through initiation to closeout with clear acceptance criteria and measurable outcomes.
  • Define and maintain charters, scope, WBS, schedules, resources, budgets, and governance cadence.
  • Direct day-to-day execution across agile teams, vendors, and shared services.
  • Translate business and technical requirements into prioritized release plans with traceability.
  • Manage scope, schedule, cost, quality, resources, procurement, risks, and issues.
  • Own project financials: budgets, forecasts, burn rates, and escalations.
  • Establish change control and assess value and impacts of changes.
  • Coordinate architecture, development, cloud, cybersecurity, privacy, data, testing, and operations.
  • Drive release readiness, deployment planning, training, and production handoff.
  • Track dependencies across apps, cloud services, APIs, and data exchanges.
  • AWS-hosted environments and Java applications delivery coordination.
  • Identify risks, tech debt, sequencing, and operational impacts; implement mitigations.
  • Define and monitor KPIs; produce dashboards and executive status reports.
  • Facilitate planning sessions, reviews, and decision meetings; document actions.
  • Manage vendor performance and remediation; maintain audit-friendly records.
  • Build strong relationships with Federal stakeholders and cross-functional teams.

The Technical Project Manager will lead the end-to-end planning, execution, governance, and delivery of complex technical initiatives supporting the GrantSolutions contract. Efforts may include application and platform modernization, system enhancements, new capabilities, integrations, cloud adoption, cybersecurity initiatives, and operational improvements. The role requires strong project leadership and sufficient familiarity with AWS cloud environments and Java-based applications to engage technical teams, understand delivery dependencies and risks, and communicate effectively with technical and non-technical stakeholders. The Technical Project Manager will coordinate cross-functional and multi-vendor teams; manage scope, schedule, budget, resources, quality, risks, dependencies, and change; and partner with Product Owners, Scrum Masters, architects, engineering and operations leads, executive leadership, and Federal stakeholders to achieve measurable outcomes.

The Technical Project Manager will establish delivery baselines and governance, manage requirements and change, track performance and financials, facilitate technical and business decisions, and coordinate quality, security, release, operational readiness, and stakeholder adoption. This individual will supportinitiatives involving cloud-hostedapplications,integrations, shared services, dataexchanges, infrastructure,and emerging capabilities.Success requires sound judgment, technical curiosity, concise executive communication, and the ability to create accountability without displacing the responsibilities of Product Owners, Scrum Masters,architects,or Technical Leads.

  • Lead projects through initiation, planning, execution, monitoring and control, deployment, transition to operations, and closeout, with clear acceptance criteria and measurable outcomes.

  • Define and maintain project charters, scope, objectives, work breakdown structures, integrated schedules, resource plans, budgets, delivery roadmaps, and governance cadence.

  • Manage day-to-day execution across multiple agile teams, technical workstreams, vendors, and shared services; clarify roles, commitments, interfaces, and decision rights.

  • Partner with Product Owners and technical leads to translate business and technical requirements into prioritized, achievable release plans while maintaining traceability from objectives through delivered capabilities.

  • Manage scope, schedule, cost, quality, resources, procurement and vendor commitments, risks, issues, assumptions, dependencies, decisions, and corrective actions using appropriate controls.

  • Own project financial management, including budgets, forecasts, burn rates, variance analysis, Estimate at Completion, Estimate to Complete, and timely escalation of financial risks.

  • Establish and administer integrated change control, assessing proposed changes for business value and impacts to architecture, scope, cost, schedule, security, operations, and contractual commitments.

  • Coordinate architecture,application development,cloud infrastructure,cybersecurity, privacy, data,testing, configuration management, and operations stakeholders to meetdelivery andgovernancerequirements.

  • Drive release and operational readiness, including environment and integration dependencies, test completion, defect disposition, data migration, deployment planning, rollback and contingency planning, training, communications, support readiness, and production handoff.

  • Track technical dependencies across applications, cloud services, APIs, data exchanges, security components, environments, and shared platform capabilities.

  • Coordinate delivery planning for AWS-hosted environments and Java-based applications, working with technical leads to understand architecture, security, integration, deployment and operational considerations.

  • Proactively manageimplementation and transitionrisks, including workflow continuity, system-of-record decisions,overlapping capabilities, data synchronization, technical debt, testing scope,deploymentsequencing, and operational impacts.

  • Define and monitor delivery metrics and key performance indicators, such as milestone performance, forecast accuracy, throughput, cycle time, quality trends, defect leakage, dependency aging, and risk exposure; use data to drive recovery plans and continuous improvement.

  • Prepare concise executive dashboards, weekly and monthly status reports, decision briefs, and forecasts that clearly communicate progress, financial status, risks, dependencies, tradeoffs, and decisions required.

  • Facilitate planning sessions, technical reviews, risk reviews, stakeholder forums, retrospectives, and decision meetings; document actions, owners, due dates, and outcomes.

  • Manage vendor performance against plans, deliverables, service expectations, quality criteria, and contractual obligations, escalating gaps and coordinating remediation.

  • Maintain complete, audit-ready project records, including baselines, plans, RAID logs, decisions, approvals, change records, status reports, meeting outcomes, and lessons learned.

  • Build trusted relationships across Federal stakeholders, vendors, architects, delivery teams, and operations partners while promoting accountability, constructive conflict resolution, team empowerment, and a culture of continuous improvement.

What You Will Need:
  • Must be able to obtain and maintain a Federal or DoD Public Trust; approved adjudication is required before onboarding. An active Public Trust or suitability determination is preferred.

  • Bachelor’s degree in computer science, information systems, engineering, business, project management, or a related field.

  • Minimum TEN (10) years of prior relevant experience

  • Minimum of eight years of experience managing complex software development, cloud, systems integration, infrastructure, data, cybersecurity, or enterprise technology initiatives.

  • Demonstrated success managing end-to-end delivery across multiple teams, vendors, and stakeholder groups, including projects in which legacy and modern platforms operate concurrently.

  • Strong command of project management disciplines, including scope, schedule, cost, resource, quality, procurement, risk, communications, stakeholder, and change management.

  • Experience using Agile, Scrum, Kanban, hybrid, and predictive delivery approaches, with the judgment to tailor practices to project risk, complexity, governance, and contractual needs.

  • Working knowledge of the software development lifecycle and modern delivery practices, including cloud environments, application development, integrations, testing, release management, cybersecurity, DevSecOps, and operational readiness.

  • Experiencemanagingtechnical initiativesinvolving AWS cloudenvironmentsand Java-based applications, with the ability to understanddependencies,risks,tradeoffs, and operational impactsat a project-management level.

  • Ability to understand architecture diagrams, interface dependencies, technical tradeoffs, nonfunctional requirements, and security or compliance constraints, and translate them into actionable plans without serving as the solution architect.

  • Experience establishing governance, baselines, stage gates, acceptance criteria, metrics, dashboards, and audit-ready project documentation.

  • Strong financial management skills, including budgeting, estimating, forecasting, variance analysis, EAC, ETC, and resource capacity planning.

  • Demonstrated ability to identify root causes, evaluate options, manage ambiguity, resolve conflict, negotiate commitments, and drive timely risk-based decisions.

  • Exceptional written, verbal, facilitation, and executive presentation skills, with the ability to communicate technical information clearly to technical and non-technical audiences.

  • Strong stakeholder and vendor management skills, with a collaborative, accountable, customer-focused, and solution-oriented leadership style.

  • Advanced proficiency with Microsoft Project or an equivalent scheduling tool and working proficiency with Jira, Confluence, SharePoint, Microsoft 365, and dashboard or reporting tools.

  • Self-motivated and adaptable, with strong organizational skills, attention to detail, sound professional judgment, and the ability to manage competing priorities in a fast-paced, highly regulated environment.

What Would Be Nice To Have:
  • PMP certification; PMI-ACP, Certified ScrumMaster, SAFe, ITIL, or comparable agile, service management, or scaled delivery certification.

  • Experience delivering federal or regulated technology programs aligned with government lifecycle, cybersecurity, accessibility, privacy, records management, and audit requirements.

  • Experience supporting delivery of AWS-hosted applications, Java-based systems, APIs, integrations, or DevSecOps-enabled initiatives.

  • AWS or related cloud certification and familiarity with enterprise Java application environments.

  • Experience managing API-enabled integration layers, data exchange patterns, canonical data models, identity and access integration, or interface-control processes.

  • Experience leading multi-vendor delivery within a shared enterprise architecture and managing contractual deliverables, service levels, subcontractor dependencies, and vendor remediation plans.

  • Experience with organizational change management, user-centered design, training, communications, adoption, and transition-to-operations activities.

  • Experience applying quantitative delivery metrics, earned value or comparable performance-management techniques, root-cause analysis, and lessons learned to improve predictability and outcomes.
