Job summary

Everforth ECS is seeking a Technical Project Manager (TPM) to transform strategy into predictable technical delivery across IT and software programs. You will lead cross-functional teams spanning engineering, data/AI, cloud, cybersecurity, DevOps, and operations, from discovery to operational transition.

Role requires 10+ years of delivery leadership, a strong technical background, and the ability to obtain a Public Trust Clearance.

Qualifications

  • 10+ years of technical project or program management experience delivering complex IT and software initiatives across the full lifecycle.
  • PMP and/or Agile certification, such as CSM, PMI-ACP, or SAFe.
  • Bachelor's degree in engineering, computer science, information systems, business, or a related field.
  • Cloud or service management certification, such as AWS, Azure, GCP, or ITIL, and federal consulting or contract delivery experience.
  • Must be able to obtain a Public Trust Clearance.

Responsibilities

  • Lead full-lifecycle technical delivery from discovery through build, release, and operational transition.
  • Translate objectives into roadmaps, integrated plans, prioritized backlogs, acceptance criteria, and measurable outcomes.
  • Partner with technical leaders to understand architecture, dependencies, and tradeoffs; drive decisions balancing speed, quality, security, and reliability.
  • Build and redirect cross-functional teams by clarifying roles, priorities, operating cadences, ownership, and accountability.
  • Own scope, schedule, resources, budget, risks, issues, dependencies, assumptions, and change control; use data-driven options to expedite.
  • Remove blockers, resolve ambiguity and conflict, and build consensus across customers, users, executives, and delivery teams.
  • Maintain delivery visibility through Jira and Confluence, dashboards, KPIs, and forecasts; communicate decisions, status, risks, and outcomes.
  • Engage customers and users through discovery, demonstrations, feedback loops, release readiness, adoption, and value realization.
  • Raise the delivery bar by coaching teams, developing people, retrospectives, reusable practices, and improving predictability, quality, and value.

Job description

Everforth ECS is looking for a Technical Project Manager (TPM) who is passionate about turning strategy into predictable technical delivery, building high-performing teams, and creating trusted customer relationships. Strong candidates combine delivery discipline with the technical depth to lead from the front and balance speed with engineering rigor.

The Technical Project Manager (TPM) will lead cross-functional initiatives spanning application development, data and AI, cloud, cybersecurity, DevOps, and operations. This role owns delivery from discovery through operational transition, translating customer and mission needs into executable plans, creating clarity and accountability, removing blockers, and delivering measurable outcomes.

  • Lead full-lifecycle technical delivery from discovery and design through build, release, and operational transition
  • Translate business, customer, and mission objectives into roadmaps, integrated plans, prioritized backlogs, acceptance criteria, and measurable outcomes
  • Partner with technical leaders to understand architecture, dependencies, and tradeoffs; drive decisions that balance speed, quality, security, and reliability
  • Build and redirect cross-functional teams quickly by clarifying roles, priorities, operating cadences, ownership, and accountability
  • Own scope, schedule, resources, budget, risks, issues, dependencies, assumptions, and change control; expedite early with data-driven options and recommendations
  • Remove blockers, resolve ambiguity and conflict, and build consensus across customers, users, executives, and delivery teams
  • Maintain delivery visibility through Jira and Confluence, dashboards, KPIs, and forecasts; communicate decisions, status, risks, and outcomes to technical and executive audiences
  • Engage customers and users through discovery, demonstrations, feedback loops, release readiness, adoption, and value realization
  • Raise the delivery bar by coaching teams, developing people, running retrospectives, standardizing reusable practices, and improving predictability, quality, and customer value
  • Must be able to obtain a Public Trust Clearance
  • 10+ years of technical project or program management experience delivering complex IT and software initiatives across the full lifecycle
  • Track record leading concurrent workstreams and highly technical teams spanning engineering, architecture, product, security, data, and operations
  • Technical fluency across the software development lifecycle, systems integration and APIs, cloud platforms, data and AI, cybersecurity, DevOps or SRE, and production operations
  • Command of Agile, Lean, Waterfall, and hybrid delivery, including estimation, release planning, change control, and operational readiness
  • Proven consulting success as a trusted advisor to customers, users, and C-level leaders, with the ability to translate between technical and business audiences
  • Advanced risk, dependency, resource, and stakeholder management, including anticipating obstacles and establishing mitigation and contingency plans
  • Excellent communication, executive presence, and judgment, with the ability to synthesize complex information into clear decisions and actions
  • Highly organized and data-driven, with practical experience using Jira, Confluence, source control, CI/CD, ticketing, dashboards, and reporting
  • People-centered leadership that develops talent, creates accountability, earns trust, and makes people want to work with you
