Qualifications

  • Bachelor's degree in science, engineering, or a related field.
  • 10+ years of program management, technical leadership, and interagency operations supporting DOE/NNSA missions.
  • Proven ability to lead multi-lab collaboration and coordinate interagency training.

Responsibilities

  • Lead and manage DOE/NNSA programs, ensuring scope, schedule, budget, and operational requirements are met.
  • Coordinate planning, execution, and reporting for NA-23 mission areas, including material disposition and minimization.
  • Coordinate interagency training and exercises with federal, military, and law-enforcement partners.
  • Develop and deploy technical applications and field-support capabilities for national security operations.
  • Prepare reports, proposals, and statements of work for federal sponsors and stakeholders.
  • Guide and deliver proposals and seek federal funding opportunities.
  • Ensure regulatory compliance with SRNL safety, quality, records, security, and training protocols.
  • Build relations with site leadership, NNSA sponsors, and federal program managers.
  • Represent SRNL capabilities to external organizations and during program reviews.

Job description

SRNL's Global Security Directorate (GSD) is seeking an accomplished and motivated Program Manager to support the NA-23 portfolio of the NNSA's Office of Material Management and Minimization (M3). This position will play a key role in advancing DOE and NNSA missions in nuclear material management, non-proliferation, and national security, with a focus on interagency coordination, technical leadership, and program execution.

Savannah River National Laboratory (SRNL) is a multi-program laboratory applying state of the art science and practical, high-value, cost-effective solutions to complex technical problems to protect the nation. Located at the U.S. Department of Energy's (DOE) Savannah River Site (SRS), the laboratory develops and deploys innovative technologies to address some of the nation's environmental, energy, and national security challenges.

Roles and Responsibilities
  • Lead and manage DOE/NNSA programs, ensuring scope, schedule, budget, and operational requirements are consistently met.
  • Support strategic planning, execution, and reporting for NA-23 mission areas, including material disposition and minimization.
  • Coordinate and facilitate preparations for joint training, exercises, and operational support for federal, military, and law-enforcement partners, including special operations, bomb squads, and emergency responders.
  • Develop, deploy, and integrate technical applications and field-support capabilities for operational users in demanding national security environments.
  • Develop and maintain effective communication with federal sponsors and senior management to ensure timely, accurate deliverables.
  • Mentor junior program and project managers, fostering knowledge management and succession planning within the organization.
  • Prepare and deliver written reports, presentations, proposals, and statements of work for federal sponsors and stakeholders.
  • Guide proposal development for new mission support and funding opportunities.
  • Ensure regulatory compliance and adherence to SRNL safety, quality, records, security, and training protocols.
  • Establish and strengthen relationships with site contractor leadership, NNSA sponsors, and federal program managers.
  • Represent SRNL capabilities and competencies to external organizations and during program reviews.
  • Coordinate with other U.S. National Laboratories to achieve quality and timeliness in multi-lab project deliverables.
  • Foster collaboration across national laboratories, DOE/NNSA, Department of Defense, federal law enforcement, state and local law enforcement, and international partners.
  • Represent SRNL in interagency working groups, program reviews, and stakeholder meetings, articulating complex technical and programmatic issues to achieve mission objectives.
  • Oversee program funding, budgeting, and reporting, ensuring timely and accurate deliverables to federal sponsors.
  • Guide and deliver the preparation of proposals, statements of work, and federal-funding documentation for ongoing and new mission support.
  • Establish and strengthen relationships with site contractor leadership, NNSA sponsors, and federal program managers.
  • Some travel may be required.
Minimum Qualifications
  • Bachelor's degree in science, engineering, or a related field.
  • 10 or more years of experience in program management, technical leadership, and interagency operations supporting DOE/NNSA missions.
  • Demonstrated success in managing multi-million dollar federally funded programs and coordinating across diverse operational environments.
  • Experience coordinating interagency and multi-laboratory training and collaboration.
  • Strong verbal and written communication skills, with the ability to articulate complex technical and programmatic issues to stakeholders and partners.
  • Proven ability to lead teams, mentor junior staff, and resolve resource conflicts.
  • Track record of proposal development and acquisition of federal funding.
  • Detailed understanding of NA-23 missions and general familiarity with mobile and modular facilities preferred.
  • Ability to collaborate and work effectively across functions and teams while building trusted relationships and positively influencing others
  • Strong analytical and problem-solving skills with the ability to think critically, identify creative solutions, and resolve conflicts
  • Capability of working with an interdisciplinary team and resolve resource conflicts
  • For ability to obtain and maintain a DOE Q security clearance, US Citizenship is Legally Required
Preferred Qualifications
  • Active Q clearance
  • Active SCI clearance
  • Extensive knowledge of the people, mission, and activities of the NNSA's Office of Materials Management and Minimization (NA-23)
  • Experience supporting NNSA/DOE-wide task teams, interagency exercises, and multi-laboratory collaborations.
  • Demonstrated ability to propose new work to federal sponsors and secure funding.
  • Experience in developing proposals for new mission support
