Job summary

Oscar Health in New York City is seeking a Technical Program Manager to drive large-scale technical programs across Product, Engineering, and business teams. You will turn strategic plans into executable roadmaps with clear ownership and milestones.

As an early member of the Tech PMO, you will shape planning, manage dependencies, and deliver value in healthcare technology, data integrations, and member experiences through collaborative leadership and rigorous delivery practices.

Qualifications

• Experience independently leading complex technical programs across multiple teams through launch and handoff.
• Ability to engage engineers on APIs, data flows, integrations, and tradeoffs.
• Proven track record of turning ambiguity into structured plans and decisions.
• Ability to influence across technical and business teams without direct authority.
• Clear written and verbal communication with senior leaders.
• Strong ownership and follow-through when plans shift or obstacles arise.
• Experience in healthcare, health insurance, or regulated industries.

Responsibilities

• Lead complex technical programs from scoping through launch and handoff with clear milestones.
• Turn ambiguity into action by aligning teams and determining practical next steps.
• Coordinate roadmaps, commitments, scope, sequencing, and capacity tradeoffs with leaders.
• Anticipate risks and resolve dependency gaps, presenting options and impact.
• Coordinate integrations, testing, adoption, and launch readiness including security reviews.
• Support quarterly and annual planning with progress visibility and measurable results.
• Help build a TPM team by sharing practices and improving delivery processes.
