Job summary

Glumac, a Tetra Tech company, seeks a Technical Program Manager – Advanced Manufacturing to lead complex programs across semiconductor, microelectronics, and data center environments. Qualifications

  • Bachelor’s degree in Mechanical, Electrical, or Chemical Engineering.
  • Active Professional Engineer (PE) license.
  • 10+ years of progressive design, project management, program management, and/or construction management experience in the AEC industry.
  • Experience managing design and construction of complex semiconductor, microelectronics, R&D, advanced manufacturing, or data center projects.
  • Experience leading multiple large-scale or interconnected projects and coordinating multidisciplinary teams.
  • Experience overseeing project financial performance including forecasting, budgets, and profitability.
  • Experience managing client relationships, proposals, and contract negotiations.
  • Ability to travel to client facilities and sites; commutable distance to Glumac office; authorized to work in the United States without visa sponsorship.

The Opportunity

This role offers an opportunity to oversee portfolios of interconnected projects across semiconductor, microelectronics, R&D, advanced manufacturing, and data center environments while helping expand client relationships and drive long-term business growth. As a senior leader, you will combine technical expertise, program management, financial oversight, and client leadership to guide multidisciplinary teams and ensure the successful delivery of large-scale programs from planning and design through construction and closeout.

Position Summary

As a Technical Program Manager, you will lead the planning, development, and execution of complex programs and pipelines of connected projects that support Advanced Manufacturing clients. You will provide strategic oversight across multiple projects, serving as a senior client interface and Principal-in-Charge while ensuring projects and programs achieve established scope, schedule, budget, quality, and financial objectives.

This position will work cross-functionally with engineering, architecture, construction, and project management teams to coordinate resources, manage program-level risks, and deliver integrated solutions. The Technical Program Manager will also play a key role in client management and business development, including identifying new opportunities, leading proposals and RFP/RFQ responses, supporting contract negotiations, and expanding long-term client relationships.

The successful candidate will bring extensive AEC consulting experience, Professional Engineer licensure, and demonstrated leadership in the design and construction of technically complex facilities in semiconductor, microelectronics, R&D engineering, advanced manufacturing, and/or data center environments.

Essential Job Functions
  • Lead the planning, development, and execution of complex programs and pipelines of interconnected projects supporting Advanced Manufacturing clients, establishing program objectives, priorities, delivery strategies, schedules, and resource requirements.
  • Serve as Principal-in-Charge and senior client interface for multiple large-scale projects, providing strategic oversight and ensuring alignment between client objectives, contractual requirements, technical execution, and business goals.
  • Oversee program and project execution to ensure scope, schedule, budget, quality, and contractual commitments are achieved while proactively identifying and resolving program-level risks, constraints, and delivery challenges.
  • Lead client management and business development activities, including identifying and developing project opportunities, strengthening strategic client relationships, supporting account growth, and positioning the organization for repeat and expanded work.
  • Lead and coordinate proposals, RFP/RFQ responses, scopes of work, fee development, and contract negotiations in partnership with technical, operational, and business development leadership.
  • Provide financial oversight across assigned programs and projects, including forecasting, budget planning, revenue and backlog management, resource planning, profitability, and overall financial performance.
  • Provide cross-functional leadership to engineering, architecture, construction, and project management teams, coordinating resources and technical disciplines to deliver integrated solutions across complex project portfolios.
  • Mentor and develop engineering and project management professionals, providing technical and operational leadership while supporting team development, succession planning, and consistent project delivery practices.
  • Establish and maintain program governance, reporting, quality, and performance standards while communicating program status, financial performance, risks, and key decisions to clients and organizational leadership.
  • Travel to client facilities and project sites as required to provide executive-level client engagement, program oversight, project coordination, and support throughout planning, design, construction, and closeout.
Required Qualifications
  • Bachelor’s degree in Mechanical Engineering, Electrical Engineering, or Chemical Engineering from an accredited college or university.
  • Active Professional Engineer (PE) license.
  • 10+ years of progressive design, project management, program management, and/or construction management experience within the AEC industry, including experience with a consulting engineering or architecture/engineering (A/E) firm.
  • Demonstrated experience directly managing the design and construction of complex projects within semiconductor, microelectronics, R&D engineering, advanced manufacturing, and/or data center environments.
  • Demonstrated experience leading multiple large-scale or interconnected projects and coordinating multidisciplinary engineering, architecture, and construction teams.
  • Experience managing project and program financial performance, including forecasting, budgets, resource planning, profitability, and financial reporting.
  • Experience managing client relationships, project pursuits, proposals and RFP/RFQ responses, scope and fee development, and contract negotiations.
  • Experience providing senior-level oversight throughout the project lifecycle, including planning, design, construction, and project closeout.
  • Ability to travel to client facilities and project sites as required to maintain appropriate on‑site presence and support program delivery.
  • Must be located within a commutable distance of a Glumac office.
  • Applicants must be currently authorized to work in the United States on a full-time basis; this position is not eligible for current or future employment visa sponsorship.
Preferred Qualifications
  • 10+ years of progressive AEC consulting, engineering, project management, or program management experience.
  • Experience serving as Principal-in-Charge, Program Manager, or similar senior leader for large-scale Advanced Manufacturing or Advanced Technology programs.
  • Demonstrated experience managing portfolios or pipelines of concurrent, interconnected projects for major clients.
  • Experience leading strategic client accounts and generating repeat or expanded business within semiconductor, microelectronics, advanced manufacturing, R&D, or data center markets.
  • Experience managing large multidisciplinary teams across engineering, architecture, construction, and project management functions.
  • Demonstrated experience mentoring and developing engineering and project management professionals.
Work Environment and Location
  • This position may require a combination of office, remote, client-site, and project-site work based on client, program, and business needs. Regular travel and on‑site presence at client facilities and project locations will be required to support client relationships, program oversight, project execution, and coordination activities.
  • This position offers a hybrid work environment, with a requirement of two in‑office days per week in one of our local offices.
  • All candidates must be located in and eligible to work in the U.S.
Compensation

Salary Range: $185,000-$225,000 (based on experience)

The base salary range represents the low and high end of the compensation scale for this role. Actual compensation will be determined based on geographic location, relevant experience, professional licensure, technical expertise, program responsibilities, and other job-related qualifications. This salary range is one component of Glumac’s total compensation package, which includes benefits, professional development opportunities, and additional incentives.
