Job summary

Xcelerate Solutions is seeking a Technical Program Analyst. This program analyst will help with coordinating with the Agency Records Officer (ARO), Information Technology, acquisition, data governance, privacy, security, and system owners in support of the entire agency, to create an enterprise review of electronic information systems, services, and platforms for records management compliance across both the lifecycle of the system and the lifecycle of the records created, received, stored, used, migrated, and dispositioned by the system.

Work Location:Ft. Lee, VA (Candidates must reside within 50 miles of Fort Lee, VA and be able to report onsite as required.)

Responsibilities:

  • Provide a repeatable systematic process for reviewing electronic information systems, services, and platforms for records management compliance across the full system lifecycle.
  • System Reviews can include both enterprise systems and lower-visibility solutions, including citizen-developed tools, low-code applications, shared platforms, cloud services, repositories, workflow tools, and locally managed business solutions.
  • System Reviews should include clear schedule mapping, retention controls, official-record-copy determination, metadata requirements, hold capability, migration planning, and end-of-life disposition planning.
  • Review systems in accordance with primary governing references for electronic records management, including DoDM 8180.01 and the NARA Universal Electronic Records Management Requirements, together with other applicable Federal and agency authorities and procedures.
  • Maintain or support a current inventory of systems, services, and platforms subject to records management review.
  • Review new systems and acquisitions before deployment or operational acceptance when feasible.
  • Conduct recurring reviews of existing systems to confirm continued compliance with records management expectations.
  • Review migrations, major changes, consolidations, cloud moves, and restructures to ensure records, metadata, retention, and disposition controls are preserved.
  • Review retirement and decommissioning actions to ensure records are retained, migrated, transferred, or dispositioned under approved authority and that unscheduled records are not destroyed.
  • Document whether records are uploaded to the system, created and stored in the system, or created and stored externally to the system.
  • Document related systems used for official record storage, duplicate copies, attachments, logs, exports, backups, or downstream storage.
  • Coordinate with the ARO, IT, acquisition, data governance, privacy, security, and system owners to gather evidence and validate controls.
  • Use the agency appraisal matrix, records retention schedules, and related review artifacts to document findings, corrective actions, and status.
  • Track remediation items through closure and elevate significant unresolved issues through established governance channels.
  • Review, evaluate and report to the ARO whether systems identify the official record copy, capture required metadata, apply retention and disposition controls, support legal holds, prevent unauthorized deletion or alteration, and preserve records through migration and end-of-life actions.
  • Serve as a central coordination point with the Agency Records Officer, IT, acquisition, data governance, privacy, security, and system owners to ensure records management requirements are built into system planning, acquisition, implementation, and sustainment activities.
  • Provide evaluation records, retention-plan information, findings, corrective actions, and coordination records that support oversight, follow-up, and defensible compliance decisions to the ARO for review and maintenance.
  • Bachelor’s degree in information systems, information management, records management, computer science, cybersecurity, library and information science, public administration, or a related field
  • Equivalent combination of education, military service, and specialized federal records management or IT governance experience can be acceptable
  • Minimum 5–10 years of progressively responsible experience in federal records management, information governance, IT compliance, systems analysis, or technical program analysis.

Demonstrated experience:

  • Reviewing electronic information systems, platforms, or services for compliance across the full system lifecycle, including planning, acquisition, implementation, operation, migration, and retirement.
  • Applying federal records management requirements to electronic systems, including schedule mapping, retention, disposition, metadata, legal hold, migration, and transfer requirements.
  • Working with DoD or other federal governance frameworks, especially electronic records requirements, system documentation, and lifecycle review processes.
  • Documenting system-to-system relationships, including repositories, attachments, logs, backups, exports, downstream copies, and external storage locations.
  • Coordinating with records officers, system owners, IT, cybersecurity, privacy, acquisition, data governance, and legal stakeholders.
  • Preparing compliance findings, remediation plans, corrective action tracking, and executive-ready review summaries.
  • Supporting audits, inspections, assessments, or oversight reviews involving records, information governance, or IT compliance.
  • With cloud migrations, system modernization, decommissioning, or data migration efforts is highly desirable.
  • With federal electronic records management principles and lifecycle controls.

Proven ability to:

  • Assess systems for official-record-copy designation, retention logic, cutoff/event triggers, metadata capture, auditability, and deletion controls.
  • Review technical artifacts such as system architecture diagrams, data flows, interface documentation, configuration settings, inventories, SOPs, and migration plans.
  • Evaluate controls related to record immutability, versioning, access restrictions, hold capability, audit logs, and prevention of unauthorized deletion or alteration.
  • Build and maintain system inventories, review matrices, evidence trackers, remediation logs, and compliance dashboards.

Familiarity with:

  • System development lifecycle practices, change management, configuration management, and decommissioning planning.
  • Cloud and SaaS platforms, shared repositories, workflow systems, collaboration tools, content management systems, and low-code/no-code environments.
  • Databases, structured and unstructured data, file plans, metadata fields, and data migration validation concepts.

Strong:

  • Analytical writing skills for documenting findings, risk statements, gap analyses, and recommended corrective actions.
  • Stakeholder engagement skills for interviewing system owners, validating evidence, and driving remediation to closure.

Preferred Certifications:

  • IGP or CIP information governance/privacy certification
  • PMP, FAC-C, ITIL, or comparable program/process certification
  • Cloud or cybersecurity certifications relevant to enterprise platforms
