Job summary

gFiber is seeking an experienced Technical Operations Program Manager, OSP Construction to lead cross-functional projects. You will plan, execute, and deliver OSP FTTH construction work, overseeing pre-construction, execution, splicing/testing, and turnover to downstream teams.

You will drive budgets, schedules, and vendor performance while coordinating with internal and external stakeholders to ensure scope alignment and on-time delivery in a complex, capital-intensive environment.

Qualifications

• BA/BS degree or equivalent practical experience required.
• Minimum 5 years in program/project management with large, technical scopes.
• 5 years vendor management and accountability for project deliveries.
• Experience scheduling, forecasting costs, and commercial terms with contractors.

Technical Operations Program Manager, OSP Construction

Role Description

The OSP Construction Program Manager will work on cross-product and cross-team initiatives, working closely with a cross-functional team to plan, execute, and deliver projects, as well as deploy new technologies to local markets and surrounding communities. The PGM Project Manager manages the day-to-day operations, milestone tracking, and completion of projects related to the construction of our OSP FTTH network. The PGM Project Manager is responsible for everything that happens downstream of Engineering/Permitting including pre-construction planning, construction execution/sequencing, and splicing/testing for project turnover and acceptance to downstream stakeholders.

In this role, you'll:

• Quality Management - Ensures projects are built according to approved engineered design plans and Google Fiber Standards in adherence to current contracts, SOW’s, and municipal requirements. Fosters an open, transparent, and cross-discipline change management process when deviations are necessary during execution.
• Project Management - manage project budgets, scheduling, resource/activity planning, activity sequencing and prioritization, Vendor performance tracking, project dependency awareness, financial reporting, invoice approval, and material management.
• Vendor Management - manage, develop, maintain, and drive the Vendor construction schedule in conjunction with the project team. Ensures project milestones and delivery dates are aligned with business commitments.
• Communicate progress effectively and work with internal/external stakeholders to ensure that projects are scoped properly and handed off seamlessly for network acceptance. Including Google Fiber OSP team in coordinating.

At a minimum we'd like you to have:

• BA/BS degree or equivalent practical experience.
• 5 years of Program/Project Management experience within a large scope, capital intensive, technical scopes of work.
• 5 years of vendor management experience directly managing vendor resources, performance management, and accountability for project-based deliveries.
• 5 years of experience scheduling projects, capital tracking/forecasting, reporting project status and costs versus commitments, and providing insights/ influence to commercial terms with contractors and vendors.

It's preferred if you have:

• PMP, PgMP or other project management certification.
• +3 yrs Project/Program Management and vendor management experience
• Experience managing capital, operational and technical programs
• Experience managing telecommunication infrastructure, Fiber to the Home/Plant (FTTx) operations and/or outside plant (OSP) projects
• Understanding CAD, GIS systems and FTTH records/As-builts
• Demonstrated ability to employ quality troubleshooting skills and creative problem solving abilities under pressure.

The US base salary range for this full-time position is between $100,100 - $137,700 + bonus + cash award + benefits. As pay varies by location, your recruiter will share more about the specific salary range for your targeted location during the hiring process.
