The Technical Manager and Architect leads the Customer Relations and Documents ( CRDOC ) Team in the Office of Information Technology ( OIT ) at Portland State University ( PSU ). The CRDOC team is responsible for administrating and developing several key university systems, including Technolutions Slate and Hyland OnBase.
In this position, you will be a hands‑on technical manager developing software and managing a team of Analyst Programmers. You will have a significant role in supporting the university’s Customer Relationship Management ( CRM ) and Document Management service offerings by ensuring that these systems are delivering on campus needs and priorities. You will also be responsible for the stability, scalability, and maintenance of team software applications through technical architecture, system governance, and enterprise‑level oversight.
In this role, you will regularly collaborate with colleagues across campus, including University Marketing and Communications, Enrollment Management, The Graduate School, Academic Advising, Student Success, Financial Aid, the Registrar’s Office, Schools and Colleges, University Financial Services, and more.
An overview of the job duties for this position is as follows:
Service Management and Solution Development (30%): Act as the Service Offering Manager for 2 instances of Slate and the OnBase Document Management system, responsible for ensuring expected functionality is delivered to end users. Provide subject matter expertise and coordinate between technical teams and department stakeholders to ensure the efficacy of delivered solutions. Meet regularly with campus partners to understand priorities. Design and support complex system builds, including interactive portals, forms, administrative dashboards, advanced reporting, and sophisticated workflows. Provide support for critical business processes in times of emergency and outside of standard office hours. Manage communication with vendors regarding software issues, enhancements, and roadmap alignment.
Technical Architecture (25%): Responsible for technical architecture and shared system configuration governance. Define and manage access controls, permissions, and user roles at an enterprise scale. Establish and enforce technical standards, comprehensive documentation, and best practices for system use and development. Oversee and manage data integrations between Slate, OnBase, and other enterprise systems, ensuring robust data pipelines.
Team Supervision (25%): Collaborate with team members to foster a People First culture: supporting one another, ensuring effective communication, celebrating differences, and working through challenging projects or tasks together. Perform performance evaluations, manage workloads, and assign tasks according to organizational strategy and project needs. Provide training, coaching and mentorship in application systems design, technical troubleshooting, and development.
Project Management (10%): Lead complex projects with cross-campus stakeholders. Monitor and track project progress. Communicate project status with team and stakeholders. Update OIT Project Portfolio regularly.

Work Days/Hours On Campus Monday-Friday, 8am-5pm. Up to one day remote, with the approval of the supervisor.
Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity. The starting annual salary for this position will be between $96,468 and $118,008 but may be negotiated above this rate dependent upon the factors above, the budget of the hiring department, and approval from HR.
