About this position

Oracle Health Government Services is seeking a skilled Federal Project Manager specializing in technical intake analysis and requirements management for custom development, product modernization, and new product requests to join our mission-driven organization. You will evaluate, classify, prioritize, and route incoming technical requests while managing, tracking, and coordinating requirements to align with business, clinical, technical, contractual, funding, and federal healthcare objectives. The ideal candidate will bring experience operating in highly regulated federal environments, assessing integration needs, coordinating cross-functional triage, supporting feasibility and operational analysis, and aligning technical initiatives with governance, procurement, contract, and delivery processes.

Responsibilities
  • Lead the technical intake process for incoming requests related to custom development, new product capabilities, product modernization, integrations, system updates, compliance enhancements, and enterprise health IT initiatives.
  • Evaluate and classify requests against business, clinical, technical, security, contractual, funding, and operational objectives to support informed prioritization and decision-making.
  • Assess integration requirements involving data interfaces, third-party applications, APIs, interoperability needs, existing system constraints, platform dependencies, and downstream implementation impacts.
  • Facilitate triage sessions, advisory board reviews, prioritization discussions, and stakeholder follow-up to ensure requests are routed efficiently and progressed with clear ownership.
  • Partner with product, engineering, architecture, implementation, operations, security, compliance, and governance teams to validate feasibility, readiness, dependencies, risks, and solution approach.
  • Develop feasibility assessments, impact analyses, business case inputs, level-of-effort assumptions, operational considerations, and recommendation materials to support prioritization and investment decisions.
  • Collaborate with requirements owners, contracts, procurement, finance, and program governance teams to validate requirement scope, funding paths, contract alignment, delivery dependencies, procurement needs, and customer commitment risks.
  • Manage, track, and coordinate requirements from intake through approval, delivery, and validation, documenting owners, priorities, status, dependencies, and acceptance criteria; resolve gaps with stakeholders and coordinate review and approval of requirements changes.
  • Maintain intake backlogs, request status trackers, requirements traceability matrices linking requests to deliverables and validation activities, decision logs, scope artifacts, and governance documentation to provide transparency across the technical request lifecycle.
  • Coordinate execution readiness for approved initiatives by aligning system updates, integrations, testing needs, deployment dependencies, compliance requirements, transition plans, and handoffs to delivery teams.
  • Monitor approved requests through delivery handoff, implementation readiness, issue resolution, and post-decision follow-up to ensure smooth progression of technical initiatives.
  • Drive continuous improvement across intake workflows, triage practices, stakeholder communications, governance reviews, and requirements coordination to improve transparency, speed, quality, and accountability.

  • PMP, Scrum Master, Product Owner, ITIL, SAFe, or related project, product, requirements management, service management, or delivery certification preferred.
  • Experience assessing technical requests for custom development, modernization, integrations, APIs, third-party applications, compliance enhancements, or enterprise system updates.
  • Experience managing, tracking, and coordinating requirements across stakeholders, including requirements validation, traceability, change control, and delivery follow-up, in a federal or regulated environment preferred.
  • Familiarity with SDLC methodologies, business process re-engineering, requirements management, product governance, intake tools, and operational readiness planning.
  • Experience supporting federal, healthcare, or large enterprise environments preferred.
  • Previous Federal Contracting experience preferred
  • Required travel up to 25%
  • US Citizenship is required with an ability to obtain and maintain a government security clearance.

US: Hiring Range in USD from: $91,400 - $187,000 per year. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
