Jobtailor is seeking a seasoned Business Analyst/Agile Lead to coordinate a cross-functional team supporting PeopleSoft HCM implementation. You will translate business needs into features, manage requirements, and maintain the team backlog in Azure DevOps.

The role requires a US citizen with an active Secret clearance and 5+ years in related fields. You will work within a SAFe framework, plan Program Increments, and drive continuous improvement across delivery lifecycles.

Qualifications

Job description

Lead day-to-day coordination and execution of a cross-functional Agile team of approximately 8–12 members supporting PeopleSoft HCM implementation
Partner with Product Owners and business stakeholders to clarify priorities and translate business needs into features, user stories, acceptance criteria, and documentation
Facilitate requirements elicitation sessions, stakeholder interviews, process walkthroughs, working sessions, and refinement activities
Maintain and refine the team backlog in Azure DevOps, ensuring work items are defined, prioritized, traceable, estimated, and ready for development and testing
Coordinate team execution across the SAFe delivery lifecycle, including PI Planning, iteration planning, backlog refinement, daily coordination, demonstrations, retrospectives, and Inspect & Adapt activities
Plan and execute approximately three-month Program Increments, including objectives, dependencies, risks, commitments, and evolving priorities
Coordinate cross-team dependencies, sequencing needs, environment constraints, and delivery risks
Support developers and QA with requirement clarification, expected behavior, defect triage, and acceptance criteria alignment
Monitor progress, blockers, risks, and commitments using ADO boards, queries, dashboards, and delivery metrics
Promote Agile practices, transparency, accountability, collaboration, and continuous improvement
Document business processes, functional requirements, workflows, decision rules, interfaces, data needs, and implementation artifacts
Support release readiness, demonstrations, user acceptance, production validation, and post-release follow-up
Coach team members on Agile practices and ADO and Escalate impediments or organizational issues

Requirements

Must be a U.S. Citizen
Must possess an active Secret security clearance
Bachelor's degree in Information Systems, Computer Science, Business, Engineering, or a related field; equivalent relevant experience may be considered
5+ years of experience in business analysis, Agile software delivery, product delivery, or enterprise application implementation
Experience coordinating or leading a cross-functional Agile team
Strong hands-on experience eliciting, analyzing, documenting, and refining business and functional requirements for complex enterprise applications
Experience creating and managing features, user stories, acceptance criteria, tasks, defects, dependencies, and traceability within Azure DevOps (ADO) or a comparable Agile lifecycle management tool
Working knowledge of SAFe or other scaled Agile delivery practices
Ability to facilitate discussions among Product Owners, business stakeholders, developers, testers, and technical teams
Strong analytical, organizational, written, and verbal communication skills
Experience supporting PeopleSoft HCM or another large-scale ERP or enterprise business application
Experience serving as a Team Lead, Business Analyst, Scrum Master, iteration lead, or similar delivery role
Hands-on experience using Azure DevOps Boards, queries, dashboards, backlogs, sprint/iteration views, and reporting
Experience working in a SAFe environment with multiple Agile Release Trains, shared services, cross-team dependencies, and coordinated Program Increment execution
Experience with business process modeling, requirements traceability, functional design documentation, user acceptance testing, defect triage, and release readiness activities
Ability to balance team leadership responsibilities with hands-on business analysis and requirements work
Agile/SAFe certification is a plus
Experience supporting federal or DoD enterprise systems in secured or highly controlled environments is preferred

Demonstrates expertise in Agile methodologies, particularly in coordinating cross-functional teams and managing the delivery lifecycle using Azure DevOps. Proficient in business analysis, requirements documentation, and facilitating stakeholder engagement for enterprise applications.
