The Texas Commission on Environmental Quality (TCEQ) is seeking a License and Permit Specialist to join the Waste Permits Division in Austin. You will review advanced permit applications and notices for completeness and compliance, draft key notices, and ensure accurate processing from intake through final decision.

As part of TCEQ's Office of Waste, you would contribute to agency efforts to regulate the generation, treatment, storage, and disposal of various wastes and the cleanup of contaminated sites. See details about what we do. This position is a member of our Waste Permits Division.

Here's What You'll Be Doing

• Review advanced Industrial and Hazardous Waste and Municipal Solid Waste permit and authorization applications, and general permit notices to ensure completeness, accuracy, and compliance with state and federal rules, policies, and guidelines. Draft notice of deficiency (NOD) letters; evaluate responses to NODs; track applicant's NOD response for compliance; and compose final letter of noncompliance to notify applicant. Draft the Notice of Receipt and Intent to Obtain Permit (NORI) and other documents once the application is deemed administratively complete, and ensure all notice requirements are met before sending to the Chief Clerk.
• Conduct advanced reviews and evaluations of applications, plans and reports pertaining to the Scrap Tire and the Industrial and Hazardous Waste programs; determine compliance with applicable laws, rules, policies, and procedures; and process applications to completion.
• Review notice documents for accuracy and send to applicants and the Chief Clerk on behalf of permitting programs. Review public notice documents submitted by applicant including tearsheets, affidavits, and public notice verification forms for completeness. Communicate deficiencies with applicant and ensure all publishing requirements are met before sending to the Chief Clerk.
• Provide information to external and internal customers to include addressing permits and authorizations inquiries, interpreting rules and policies, and resolving deficiencies with applicants. Provide peer review of team assignments.
• Lead or participate in special projects; and complete appropriate professional development and technical training.

Key Qualifications

• Experience reviewing permit applications for compliance with state and/or federal rules, policies, and guidelines.
• Experience with TCEQ data management systems such as: Central Registry, IDA, ARTS, or PARIS.
• Experience training others to review and evaluate permit applications.

Required Education & Experience

Graduation from a standard senior high school or its equivalent plus eight years of full-time experience performing administrative and/or technical support activities.*

OR

One year of full-time experience as a License and Permit Specialist IV at the TCEQ.

• Fifteen semester hours of accredited college work may be substituted for each six months of the required experience.

Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m. Individual and work group schedule determined by the TCEQ Waste Permits Division.
