Job summary

Johnston County Tax Administration is seeking a full-time Tax Appraisal Statistician to lead statistical model development and value analyses for commercial properties. Qualifications

Responsibilities

Job description

Johnston County Tax Administration is currently looking a full-time Tax Appraisal Statistician.

An employee in this class must possess a vast knowledge of real property appraisal with an understanding of how quantitative analysis and market intelligence affects the tax value of real property. Duties include leading the implementation and design of complex mathematical models that generate the market values during the revaluation process.

This role assists the appraisal team in assessing both commercial and real property to current market values. The role provides leadership and technical guidance to appraisal staff, oversees complex commercial valuations, and ensures compliance with North Carolina property tax laws and professional appraisal standards. The focus is to ensure that all commercial real estate within the County is valued accurately and equitably across a diverse portfolio of commercial properties including office, retail, industrial, mixed-use developments, and commercial land. Work is performed under the supervision of the Chief Appraiser and is reviewed through conferences, records and documents.

  • Provides specific expertise in test, design and validation of time lapsed models
  • Develops and executes analytical plans for evaluating the impact of market data on tax value
  • Utilizes skills to constantly automate analytics and modeling to streamline the process and time for value derivation
  • Assists the Chief Real Estate Appraiser with assessing all types of real estate during a revaluation year as necessary to deliver accurate and equitable values as well as proficient and productive processes to reach successful and adequate results in updating the assessment records.
  • Works within the county Computer Assisted Mass Appraisal System (CAMA) system to update real estate property information, assign staff assignments through workflow, review staff work, update values, base rates, schedules, and any other data necessary to update assessment records
  • Performs sales ratio study as required by Ad Valorem Division of the NC Department of Revenue
  • Performs other related duties as assigned.
  • Ability to review sales, update income and cost models, contribute to updating the schedules of values
  • Considerable knowledge of statistics and analytical research theory including Multiple Regression Analysis.
  • Considerable Knowledge of the use of computers and mathematical analysis software such as SPSS, R, AppraisalEst (Spatialest) and/or other statistical modeling software used to create and maintain valuation models with a priority on commercial properties.
  • Ability to create, implement, interpret and calibrate statistical valuation models for all three approaches to value.
  • Ability to use spreadsheets, Pivot Tables, statistical functions, and computer assisted mass appraisal packages
  • Considerable knowledge of real estate appraisal methods and other appraisal techniques.
  • Knowledge and ability to read and prepare a variety of studies, reports, tests, and administrative correspondence.
  • Ability to use analytical judgment in the assigned duties; identify problems and solutions; and implement decisions in accordance with policy and procedures.
  • Ability to establish and maintain effective working relationships with other departments management, property owners, real estate professionals, attorneys, and the public.
  • Ability to plan and organize daily work priorities and complete tasks within deadlines.
  • Ability to deal courteously, tactfully, and firmly with the staff and the public.

  • Ability to communicate effectively in oral and written forms.
  • Ability to write clear and concise reports
  • Ability to analyze factors which tend to influence the value of property and to exercise judgment in determination of property values.
  • Ability to make decisions and to defend appraisal section’s results to property owners, the Board of Equalization and Review, and the Property Tax Commission.
  • Ability to establish and meet daily, weekly, and monthly production goals.
  • Ability to use office equipment, computers, field devices, and technical applications.
Physical Requirements:
  • Must be able to physically perform the basic life operational functions of kneeling, reaching, fingering, talking hearing, and repetitive motions.
  • Must be able to perform sedentary work exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to move objects.
  • Must possess visual acuity to read and do research, operate a computer terminal, operate a motor vehicle, use measurement devices, and prepare and analyze data and figures.
  • Associate degree in business, public administration, statistics or a related field and four years of appraisal experience; or an equivalent combination of education and experience.
  • Experience in the mass appraisal of commercial property; including using the income approach to value and developing income modules with application to different classes of property.
  • Experience in applying the three approaches to value (cost, market and income) and developing the schedules of values during a revaluation
  • Management prefers experience building and populating income value modeling with a major focus on commercial properties.
  • Obtain real property appraisal certification from the North Carolina Department of Revenue within two years of employment.
  • Successful completion of IAAO courses 101 Fundamentals of Real Property Appraisal, 102 Income Approach to Valuation, 300 Fundamentals of Mass Appraisal, 311 Residential Modeling Concepts, and 312 Commercial Modeling Concepts within five years.
  • Possess and maintain a valid state driver’s license with an acceptable driving history.
