GENERAL NATURE OF WORK

This is a skilled position for a person that is highly detail oriented in the Business Services Department. An employee in this class is responsible for analyzing taxpayer account information, tax returns, payment records, withholding information, business activity, and other data generated by the county's tax software to identify accounts requiring additional review or audit and to validate accounts that appear to be accurately reported. The Tax Analyst uses advanced Excel and other data analysis tools and technology to review data for inconsistencies, anomalies, missed filings, underreporting indicators, unusual changes in filing patterns, and other conditions that may warrant further examination. The position works closely with auditors, and other departmental personnel to ensure that audit resources are directed toward accounts with the greatest potential for noncompliance while avoiding unnecessary examination of accounts that appear to be accurately reporting. Duties are performed under standard supervision.

NECESSARY SPECIAL REQUIREMENTS
  • Possession of, or ability to obtain promptly, a motor vehicle operator's license.
  • Must be bondable.
PHYSICAL REQUIREMENTS
  • Must be able to lift forty (40) pounds or more to a height of four (4) feet or more.
  • Must be able to sit or stand for extended periods of time.
  • Eyesight must be correctable to 20/20 vision.
  • Hearing must be within normal acceptable range of 20-25 with or without a hearing aid.

Summary
EXAMPLES OF DUTIES
  • Demonstrates proficiency in Excel, various data analysis tools, tax software and other technology to efficiently export, manipulate and analyze data from the tax system.
  • Develops and utilizes electronic reports, queries, filters and other system capabilities to efficiently identify potentially noncompliant accounts and tax returns.
  • Reviews tax returns, account histories, payment records, prior audit information, correspondence, and other available documentation to determine whether identified discrepancies have reasonable explanations.
  • Prepare and maintain detailed workpapers documenting analytical procedures, findings, supporting information, conclusions, and referrals.
  • Maintains confidentiality of all applicable information.
  • Prioritize potential audit cases based on established departmental criteria, including the likelihood of noncompliance, quality and reliability of available information, taxpayer history and other relevant factors.
  • Prepares correspondence to taxpayers regarding tax deficiencies. Assists in the maintenance of accurate and confidential records.
  • Assist auditors and other tax staff by providing analytical findings, account histories, supporting documentation, and relevant research.
  • Prepare reports to inform administration of trends observed.
  • Assists in process of validating tax returns from Kenton County Payroll Import.
  • Assists in printing and distribution of tax returns and notices. Sends requests for documentation and delinquency notices; maintains records on follow-up of accounts.

DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES
  • Utilize, acquire and retain knowledge of occupational tax ordinances, statutes and regulations for Kenton County and Cities.
  • Ability to interpret tax returns and related financial information.
  • Strong analytical and problem-solving skills.
  • Ability to identify patterns, inconsistencies, and anomalies in large quantities of data.
  • Gets along with others in the workplace and respects their rights as individuals.
  • Ability to communicate verbally with individuals; ability to comprehend simple verbal orders and to perform the directed task.
  • Knowledge of safe work practices and ability to apply them in workday situations.
  • High proficiency in Microsoft Office Suite including using formulas in Excel. Ability to convert and analyze SaaS exports and text delimited files.
  • Possess and maintain good organizational skills.
  • Ability to work effectively on a daily basis with limited supervision.
DESIRABLE TRAINING AND EXPERIENCE
  • Graduate of a four-year college or university with a degree in accounting, finance, business, economics, data analytics, public administration or closely related field, or an equivalent combination of education and relevant experience.
  • Experience involving accounting, taxation, financial analysis, auditing, governmental finance or a related field is preferred.
  • Good knowledge of various types of business entities, office terminology and procedures and current technology and applications.
