Job description

The Director/Unit Commander shall be a full-time position hired by and accountable to the Board of Directors. He or she shall be a sworn officer through a participating task force agency and be required to maintain POPS certification. The Unit Commander/Director is responsible for leading and coordinating all operations of the UNIT to eradicate opioid trafficking in the participating counties consisting of Carroll, Henry, Oldham and Trimble Counties and to coordinate with community partners addressing opioid addiction. All applicants must be KLEC certified and in good standing.

(a) Law-Enforcement and Operational Duties

The Unit Commander/Director shall have responsibility for the following duties, including but not limited to:

1. Day-to-day management of investigative operations of the UNIT.
2. Reviewing and approving raid and operational plans.
3. Approving, supervising, and maintaining logs for the use of confidential informants.
4. Approving, supervising, and accounting for confidential funds.
5. Reviewing, approving, and overseeing case reports and investigations.
6. Conducting case reviews to ensure compliance with law, policy, and best practices.
7. Reviewing and approving end-of-month reports, including timesheets, informant usage reports, confidential expenditure reports, payment and purchase reports, and overtime documentation.
8. Maintaining, auditing, and safeguarding evidence, including narcotics and seized property.
9. Maintaining inventories of UNIT property and equipment.
10. Supervising clerical functions and records management consistent with applicable records-retention and confidentiality laws.
11. Collecting, maintaining, and analyzing drug-related and arrest data.
12. Maintain a certifiable secure evidence facility, transport evidence to the appropriate crime lab and back to the task force evidence facility and interact with the KSP BEAST records system.
13. Scheduling investigative, legal, and firearms training for Agents and personnel.
14. Ensuring compliance with all applicable Kentucky laws, grant conditions, Board policies, and these Bylaws.

(b) Fiscal and Grant Administration Duties

The Unit Commander/Director shall:

1. File all grant applications on behalf of the UNIT.
2. Administer all grant-awards and other UNIT funds in accordance with law, grant conditions, and Board approval.
3. Manage all fiscal matters of the UNIT, including expenditures, reimbursements, and financial controls.
4. Maintain accurate financial records and support documentation.
5. Submit at least semi-annual detailed financial reports to the Board of Directors.
6. Assist participating counties with applications for and presentations concerning Opioid Abatement Funds and other lawful funding sources.

(c) Coordination and Community Engagement Duties

In addition to law-enforcement responsibilities, the Unit Commander/Director shall:

1. Ensure that all UNIT personnel are equipped and trained to respond to overdoses, including the carrying and use of Naloxone.
2. Coordinate and participate in community and school-based educational programs regarding opioid dangers and prevention.
3. Provide non-investigative, aggregate information to treatment and community organizations regarding opioid trends and areas of need, consistent with confidentiality laws.
4. Support cooperative efforts between law enforcement, treatment providers, and local agencies focused on opioid abatement.

(d) Reporting to the Board

The Unit Commander/Director shall report to the Board of Directors at least quarterly, providing:

1. Operational updates excluding confidential investigative reports.
2. Financial summaries and grant compliance updates.
3. Staffing and training updates.
4. Strategic recommendations related to funding, operations, or policy.
