About the Department of Executive Services (DES)

The Department of Executive Services is a dynamic, service-focused organization at the center of King County’s operations. Our teams help the County run efficiently by delivering high-quality internal services while also providing essential public-facing services that directly support our community. With responsibilities spanning Facilities Management, Finance and Business Operations, Emergency Preparedness, Fleet Services, Records and Licensing, and Airport operations, DES offers a wide and meaningful scope of work where employees can make a real impact.

To be considered for this opportunity

you must, at a minimum, demonstrate the knowledge, skill and ability to:

  • Lead full-cycle recruitments including engaging with and sourcing applicants through social media and other passive recruitment strategies, developing effective job announcements, screening applicants, proctoring employment examinations, scheduling, preparing interview materials, and managing interviews. Provide consistent and outstanding communication with internal and external applicants over the phone, email and in person. Administer applicant tracking, references, and pre-employment requirements.
  • Lead onboarding activitiesCorrespond with candidates, complete hire letters and other hiring documents, deliver information to candidates, hiring managers, and other units/departments, and perform weekly first day onboarding activities in person.
  • Gather and report on crucial recruitment metrics(including client satisfaction and candidate experience) and devise strategies to make improvements where needed.
  • Deliver excellent customer service by respondingtoinquiries and delivering informational assistance to applicants, employees, and other customers, and coordinating with other units/departments to obtain information and/or to share information.
  • Utilize software applications(e.g. PeopleSoft, NeoGov, Laserfiche, Word, PowerPoint, and Excel) to create and maintain accurate personnel records., generate reports, create presentations, and prepare written materials.
  • Develop and maintain standard work and facilitate process improvement.
  • Managerecords by ensuring timely creation, maintenance, and archiving documents/files to support historical accuracy; compiling information, documents, and records for public records act requests; and following records retention and destruction procedures in accordance with legal requirements.

  • Haveabilityandexperienceto managemultiplefull-cycle recruitmentsincluding in-depth screening analysis of applicant materials. OR any combination of education and experience that clearly demonstrates the ability to perform the job duties of the position.
  • Candevelop effective job postingsand implement screening and examination techniques to broaden our applicant pools; prepare candidates for interviews – reviewing culture, organization structure, job description, competencies, and expectations.
  • Haveeffective communication skillswith excellent interpersonal skills and is comfortable challenging leaders to adhere to recruiting best practices.
  • Have strongcustomer service, organizational, analytical, time management, communication, and interpersonal skills, including theability to work well independentlyand aspart of a team.
  • Have a genuine collaborative and consultativestyle in their approach to their work, understand the importance of building effective relationships with hiring managers, team members, and candidates.
  • Have excellent interpersonal skillsand are very politically savvy; comfortable providing advice and consultation to supervisors/managers and leading value-added discussions that challenge conventional norms and thinking.
  • Have experiencewith Human Capital Management (HCM) and applicant tracking systems.AbilitytoutilizeSharePoint and other tools to automate processes and track work items.
  • Are proficientin using office productivity suite (Word, Excel, PowerPoint, teams) in daily work, use online tools as well as the ability to use application tracking and/or enterprise resource planning (ERP) software. (The county uses Microsoft Office, NeoGov, and PeopleSoft Human Capital Management application, and zoom).
  • Are able to work on multiple tasks requiring a high degree of accuracyin a high pressure/short deadline/precise schedule environment.
  • Have the abilityto maintain high degree of confidentiality with sensitive and personal information and use tact and diplomacy in all situations.
  • Are abletobe self-directed and effectivelyplan, organize, prioritizework on a daily basis.
  • Have the abilityto demonstrate behaviors including fairness, respect, and inclusiveness and is a great team member!
  • This position is not represented and is overtime eligible.
  • This recruitment may be used to fill additional vacancies for up to 6 months including Term Limited Temporary (TLT), Short Term Temporary (STT) and Career Service positions.
WORK LOCATIONand Other Information:

The DES HR team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook Building 401 5th Avenue Seattle, Washington, 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remote. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
