About Us

HBK Engineering, LLC is a fully licensed, professional engineering design firm headquartered in Chicago, IL with a staff approaching 700 individuals. HBK provides civil, environmental, structural, electrical, subsurface utility, construction support services and permitting facilitation. Since our founding in 1998, we have earned a reputation for delivering outstanding, accurate services in extremely time-sensitive, multilayered environments. With 25 offices nationwide, including concentrations in the Midwest and on the Coasts, HBK brings together a dedicated team whose main focus is the design and protection of utilities and utility networks. We have successfully performed engineering work for a complete spectrum of utility infrastructure projects providing solutions and construction support from Coast to Coast in areas ranging from complex urban city centers, to rural greenfields, to limited access rights-of-way. In July 2020, HBK Engineering was acquired by Quanta Services. Quanta’s focus on the utility industry and HBK’s focus on constructability in our designs has made our integration into the Quanta family of companies seamless.

About This Role

HBK Engineering is seeking a Talent Acquisition Specialist to lead full life-cycle recruiting for our U.S. operations, based out of any HBK office. This role owns the hiring process end-to-end — from sourcing and screening through offer negotiation and onboarding — with a strong emphasis on building a pipeline of qualified engineering and energy industry specific talent that keeps pace with our growth.

Work locations: San Antonio or Spring, TX.
What You'll Do
  • Partner closely with hiring managers and operations leaders to build recruitment strategies aligned with workforce planning and business needs across HBK’s entry level, field, and experienced hire engineering programs.
  • Source and engage active and passive candidates through a variety of methods — job boards, LinkedIn Recruiter, advanced AI search, professional associations, employee referrals, and industry networking — with a focus on technical and engineering talent.
  • Build and maintain talent pipelines for critical roles supporting utility, energy, and communications programs nationwide, including experienced-hire events, internships, co-ops, and university relations.
  • Represent HBK at engineering career fairs, industry association events, and professional networking forums to strengthen the company’s presence in the talent market.
  • Manage full life-cycle recruiting — crafting compelling job postings and outreach, screening and interviewing candidates, assessing fit, negotiating offers, and coordinating pre-onboarding steps such as background checks and drug screens.
  • Track recruiting metrics and market trends to inform workforce planning and drive continuous improvement in time-to-fill and candidate quality.
  • Stay current on employment law and regulations to ensure consistent, compliant hiring practices.
  • Support broader HR initiatives, including new hire orientation, training facilitation, and employee relations, as needed.
What You'll Bring
  • Bachelor’s degree in Human Resources or a related field.
  • Five or more years of full life-cycle recruiting experience, with demonstrated success in engineering, utility, energy, telecommunications, or infrastructure hiring (e.g., Electrical, Civil, and Structural Engineers, Designers, Utility Coordinators, Project Managers, and Field Services personnel).
  • Strong understanding of utility infrastructure projects — electric transmission and distribution, communications networks, FTTH, grid modernization, and resiliency programs.
  • Proven ability to source and engage passive technical talent through LinkedIn Recruiter, AI search methodologies, professional associations, and industry networking channels.
  • Experience managing high-volume requisitions across geographically dispersed locations, with the project management skills to prioritize without sacrificing candidate experience.
  • Working knowledge of recruiting metrics, workforce planning, and talent market trends within the engineering and utility sectors.
  • Experience with ATS/HRIS platforms and reporting tools (iCIMS preferred); advanced proficiency in Excel, Outlook, PowerPoint, and Teams.
  • Excellent verbal and written communication skills, with the ability to partner effectively with engineers, project managers, operations leaders, and executive stakeholders.
  • Willingness to travel to HBK offices, industry conferences, university recruiting events, career fairs, and project locations as needed.
What You'll Get
  • Comprehensive benefits package including medical, dental, vision, disability and employer paid life insurance. In addition, all full-time roles are also eligible for 401(k) retirement plan with company match, paid time off and holidays. Tuition reimbursement and other role specific company paid professional development opportunities are also available.
