Job summary

Bechtel in Lake Charles, LA is seeking an experienced Startup Specialist to support precommissioning, commissioning and startup activities for Louisiana LNG project. You will assist with installation configuration validation, work package development, and turnover coordination to ensure safe, compliant operations.

The role requires a bachelor’s degree and 2–5 years (or 6–9 years) of relevant experience in startup, commissioning, and operations.

Project Overview

Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.

Job Summary

In this role, you will assist with technical direction and conduct installation configuration validation and work package development. You will participate in and assist with work planning, turnover coordination, material management and quantities, quality control, and environmental safety and health. Your work will help ensure equipment, systems, and activities are operating and compliant with plans and design.

Major Responsibilities

General

• Coordinates basic Startup Specialist duties of installation configuration validation and work package development

Work Planning & Packaging

• Coordinates planning and scheduling of CSU execution activities including sequence and resource requirements for assigned areas of responsibility
• Coordinates preparation of Startup Work Packages and Test Work Packages for assigned areas of responsibility

Turnover Coordination

• Coordinates Construction to CSU turnover walkdowns for assigned areas of responsibility
• Coordinates with the Field Engineer as required to support component/system turnover

Material Mgmt. & Quantities

• Initiates requisitions for field purchases and prepares quantity takeoffs of field purchased material and equipment
• Coordinates tracking of field purchases and other purchases required for CSU using procurement systems or other database programs as required

Quality Control

• Coordinates walkdowns to validate that the system configuration is in accordance with the design
• Performs and/or monitors testing of equipment to assure conformance with specifications and compliance with test procedures, that work methods are undertaken safely and activities are supported to meet schedule and cost

ES&H

• Identifies and elevates ES&H issues in the field and is a visible 'walk the talk' leader in good ES&H practices

Education And Experience Requirements

• Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience

Required Knowledge And Skills

• Prior Precommissioning, commissioning and startup experience.
• Prior CoP Liquefaction plant startup experience.
• Understands detailed phases of startup, operations, or maintenance for a project. Capable of reviewing plant operability, jobsite pre-commissioning and startup activities as it affects safety. Performs work that involves conventional operational practice but may include a variety of complex features such as conflicting requirements, unsuitability of conventional methods, or difficult coordination requirements.
• Plans and coordinates independent work requiring judgment and experience in the application and substantial adaptation of operations and startup techniques. Devises new approaches to operations problems.
• Broad knowledge of precedents in the industry.

Position Duties/Responsibilities

• Assigned as Lock Out Tag Out (LOTO) Coordinator, responsible for administering the Lock Out Tag Out program. Has technical responsibilities for interpreting, organizing, executing, and coordinating LOTO activities.This includes the ability to determine that a requested Lock Out/Tag Out will provide a safe working environment for the requestor personnel performing work within the boundary of the clearance.
• Will provide coordination between Startup System Specialists, Operations personnel and Personnel working under the LOTO program as required
• Work hours as required. This includes working all shifts, overtime, weekends and holidays as the need arises.
