TACOM (RRAD): Computer Systems Analyst II (Contingency)

The U.S. Army Tank-automotive and Armaments Command (TACOM) sustains the Army’s mission to develop, acquire, field, and sustain ground combat, tactical, and support systems throughout their lifecycle. The program focuses on ensuring operational readiness, reliability, and safety of automotive and ground support equipment critical to Army operations. Under this contract, personnel provide maintenance, repair, overhaul, and sustainment support in accordance with Army technical manuals, safety standards, and performance requirements.

Job Summary

The Computer Systems Analyst II analyzes, designs, and supports information systems to meet TACOM mission and operational requirements. This role evaluates system performance, identifies improvements, and ensures that hardware, software, and network solutions function effectively and securely. This position works with limited supervision, performs moderately complex system analysis tasks, and may provide guidance to junior personnel.

Roles And Responsibilities

• Proposes and develops automated reports using the Logistics Modernization Program’s Enterprise Data Warehouse (EDW), Enterprise Central Component (ECC), or the Workload Planning and Reporting Module or associated systems to improve data collection, reporting, analysis, and forecasting.
• Uses model-based software to analyze and prepare reports for analysis.
• Establishes rapport with production functions to analyze, verify, and correct workload data ensuring data availability of workload factors including parts, production orders, labor hours and timekeeping, schedules, etc.
• Maintains products and reports between LMP and manual and automated systems which establish, implement, maintain, and evaluate (a.) operating or mission programs of the depot; (b.) pertinent administrative or support programs of the depot; (c.) integration of the programs; and (d.) their interrelationships with the related support functions of the depot.
• Provides advice on the development, testing, and roll out decisions to depot personnel with input from independent contractors, higher headquarters, and Army guidance.
• Performs a variety of duties involving various automated supply systems supporting depot organizations and tenant activities.
• Works independently utilizing skills, knowledge, and abilities such as interview, use of appropriate analytical and investigative management techniques, systems and procedures analyses, forms and reports analysis, work simplifications, statistical analysis, ADP systems analysis, supply systems analysis and similar techniques in the study, development, evaluation, revision, or improvement of depot programs and procedures necessary for efficient and economical accomplishment. Incumbent may be requested to perform any one or all the following functions independently.
• Conducts studies and audits of depot performance, compliance, and progress toward improvement of objectives and efficiency in a variety of supply management programs. Management studies/audits involve a comprehensive evaluation of managerial and ADP systems functions resulting in a wide impact on depot organizations. Studies may be assigned or conducted on initiative of analysts and require an extensive knowledge of depot mission and supply functions and a thorough knowledge of the uses and potential uses of ADP systems and automation to interface with mission and supply systems accomplishment.
• Makes judgmental recommendations for changes in work/supply systems, sometimes recommending significant departure from established or regulatory procedures. Detailed study in draft form is submitted to supervisor for review and in final form to concerned management officials/depot commander, with analysis available for discussion, advice, and service upon implementation.
• Serves as consultant to management and staff elements concerning assigned supply systems and program problems and provide recommendations of solution based on own judgment.
• Serves as system analyst and advisor/consultant in the installation supply, property accountability, and equipment authorization and transportation management programs, in the design, development, and maintenance of new and existing systems/programs.
• Analyzes system processing problems and provides technical assistance to functional personnel to alleviate these problems.
• As assigned, represents the depot at higher command meetings to exchange information and coordinate functional program/system objectives, clarify depot policy and directives, and resolve controversial problems.
• Coordinate minor and complex design changes to supply systems and functional procedures with associated directorates on depot, with headquarters, and vendors to assure continuity and to enable trouble-free transitions.
• Serves as depot point of contact for each current assigned program and overall functional and system coordinator for program redesign and development through interface with Directorate of Information Management programmers and external system design agencies.
• Plans and coordinates statistical reporting and record keeping related to installation supply accounting and management, analyzes to detect deficiencies within the directorate and in supporting divisions, and other depot activities supporting the directorate.
• Reports findings and develop recommendations for procedural and regulatory changes using own judgment and knowledge of the system and regulations.
• Develops informative material detailing relating to such factors as organization or responsibility, correlation of activities, including those at higher echelons and control points, interpretation of new or revised regulations, etc.
• Presents material in written or charted form for dissemination or presents as a contribution for directorate of command presentations and meetings.
• Analyzes methods of attaining established program objectives and reviewing supply management systems. Develop guidelines and procedures to facilitate accomplishments. Develops training programs and provides instruction.
• Advises management and functional personnel on system requirements and limitations to systems to assist users in defining problems and needs. This requires a broad knowledge and understanding of logistics systems flow, terminology, and interrelationships with those systems (both local unique and standard) which interface with Army Material Command Installation Supply System (AMCISS), Standard Depot Systems (SDS) and other division Systems.
• Performs other duties as assigned.

Basic Qualifications

• Education/Experience: High school diploma or GED.
• Must be computer literate and proficient in Microsoft Excel, Word, and Power Point.
• Knowledge of a broad range of supply program relationships to monitor automated programs to determine their efficiency in meeting established information requirements and recommend changes in data flow, sources of input, report formats, and calculations to satisfy supply management information needs.
• Knowledge of specialized methods and techniques to analyze and evaluate the effectiveness and efficiency of supply integrated systems.
• Ability to analyze and resolve difficult issues and problems in supply data management, i.e., accept requests for system changes, conduct research to determine the validity of requests, refine the information provided, and prepare specifications for computer specialists to use in programming, testing, and implementing changes in automated supply systems in collaboration with computer specialists, they evaluate problems with new and modified systems, including the logical flow, input errors, interconnections among data fields and program elements within a flow of related programs, and recommend solutions to both supply and computer specialists.
• Skill in analytical reasoning and the ability to apply that skill to the identification, analysis, and resolution of budgetary and workforce utilization problems.
• Knowledge of analytical and evaluative techniques.
• Knowledge of budgeting/accounting practices, internal support programs, depot support functions, and automated systems.
• Skill in applying such techniques to studies concerning the efficiency and effectiveness of operating and administrative programs, including pertinent manual and automated systems.
• Knowledge of major issues, program goals and objectives, direct labor work processes, and major administrative operations of the depot; their integration; and their interrelationships with the related support functions of the Depot and its tenants.
• Ability to obtain or maintain a U.S. Government security clearance (as required)
• U.S. citizenship required

Preferred Qualifications

• Previous experience supporting DoD, Army, or TACOM programs
• Prior government contracting experience

Additional Information

This position will be performed in office, data center, or operational environment that requires prolonged sitting, computer use, and occasional movement within facilities. Employees may also be required to work shifts, overtime, or weekend support based on mission needs.
