Position Location: This position is required to be in-person in Tallahassee, FL.

UnitThe Institute for School-Community Partnerships, Integrated Services, and Child Mental Health and Educational Policy (ISCP), which is part of the College of Education, envisions that all schools in the state of Florida and nationally will have the capacity to provide a safe, effective, and efficient environment to continuously improve the academic, social, and emotional growth of all students and to actively engage families and communities in education. The ISCP’s nearly $23 million budget is derived from grants from federal, state, and private sources. It is the mission of the ISCP to implement and evaluate research-based and innovative practices in school and community settings. This is accomplished through (a) training, technical assistance, and support to key partners; (b) community-engaged research and program evaluation to inform key partners’ decision making; (c) the development of research and evidence-based documents, tools, and resources to support implementation and evaluation activities; and (d) supporting the infrastructure and capacity of key partners to implement and evaluate federal and state educational policy.

Position SummaryThe Systems Analysis and Business Process Management Director provides leadership, management, and strategic oversight for systems analysis, business process improvement, and user onboarding activities. This position directly manages Systems Analyst staff and ensures that system solutions and user onboarding processes are consistent, compliant, and aligned with project and program objectives. This position supports the program leadership, stakeholders, and technical teams, ensuring effective system adoption and ongoing operational support in the Bureau of Exceptional Education and Student Services (BEESS). In addition, this position is responsible for ensuring application development requests and activities adhere to Department of Technology and Innovation (DTI) policies and procedures, including proper request submission, review, and approval processes, as well as compliance with DTI standards for security, documentation, and change management. This position is grant funded.

Supervision and Management

  • Provide direct supervision and operational oversight of Systems Analyst staff assigned to the project.
  • Assign work, establish priorities, and ensure deliverables meet quality, schedule, and compliance expectations.
  • Mentor and support Systems Analysts in requirements analysis, system support, and stakeholder engagement.
  • Ensure consistency in analytical practices, documentation standards, onboarding procedures, and adherence to DTI policies for application development requests.

Strategic, Compliance, and Risk Management

  • Serve as the primary subject matter expert for systems, business processes, and best practices.
  • Ensure compliance with IDEA, FERPA, state policies, applicable BEESS requirements, and DTI policies and procedures.
  • Identify and mitigate project, operational, onboarding ‑ related, and application development request risks.
  • Communicate status, risks, and recommendations to leadership.

Systems and Business Process Oversight

  • Oversee requirements analysis, system design, testing, implementation, and support activities.
  • Lead analysis and improvement of business processes to enhance efficiency, effectiveness, and data quality.
  • Ensure system solutions align with programmatic needs and long ‑ term sustainability.
  • Ensure all application development requests are submitted, tracked, and implemented in accordance with DTI procedures and standards.
  • Support the administration of ShareFile for BEESS by ensuring proper usage and access controls are maintained.

Bill Analysis and Statewide Deliverables Review and Alignment

  • Provide feedback on IDEA ‑ funded project deliverables (e.g., training materials, guidance documents, system artifacts) for consistency and alignment across the state.
  • Collaborate with project teams to promote shared standards, reuse of materials, and alignment across IDEA initiatives.
  • Analyze proposed legislation, budget provisos, and policy changes and reporting impacts related systems.
  • Support leadership briefings and documentation related to legislative impacts on project scope and deliverables.
  • Ensure that deliverables and legislative impact assessments incorporate DTI requirements for application development and technology solutions.

User Onboarding Oversight

  • Provide oversight for all user onboarding activities, including access provisioning coordination, role management, and user readiness.
  • Establish and maintain standardized onboarding processes, documentation, and controls.
  • Ensure onboarding activities align with system security, data governance, and compliance requirements, including those specified by DTI.
  • Monitor onboarding effectiveness and address adoption risks or gaps.

Performs other duties as assigned.

QualificationsThis position is required to be in-person in Tallahassee, Fl. Minimum Qualifications:This position requires a Bachelor’s degree in business or a related field, with at least two years of experience in a business analysis or project management role. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience. Experience using good oral and written expression skills; organizational and meeting planning skills; working under pressure to meet timelines; attention to detail; work independently; identify, analyze, communicate and resolve user issues.

Preferred Qualifications:
Bachelor's degree and a minimum of 5 years of experience in a technology-based industry or education with expertise in technology.

  • Ability to collect and report data in accordance with federal and state requirements.
  • Ability to develop monitoring systems with district and school leadership teams.
  • Knowledge of Florida Statutes and Laws, policies, procedures related to school-based mental health.
  • Ability to use and analyze data to determine compliance needs.
  • Assist developing monitoring procedures for compliance.
  • Support district teams with implementing procedures.
  • Knowledge of how to evaluate systems for improvement
  • Strong interpersonal skills that lead to an effective working relationship with all stakeholders
  • Strong written and verbal communication skills
  • Strong presentation skills and ability to deliver technical assistance in a method understood by stakeholders.
