Job summary

SAIC in Panama City Beach, FL is seeking a System Test Engineer (STE) & Requirements Management Support Specialist to provide integrated technical, analytical, and documentation support to government engineers and project teams for Navy programs. On-site duties include test planning, data analysis, and formal documentation.

The role requires a BS in a technical field and 3–5 years of relevant experience, with preferred Navy/DoD familiarity and a Secret clearance eligibility.

Qualifications

• Bachelor's degree or equivalent military/DoD technical experience.
• 3–5 years supporting systems engineering, T&E, requirements analysis, V&V, or system integration.
• Direct Navy/DoD tactical systems experience is desirable.
• Familiarity with NAVSEA processes, TDPs, SETR, and CM baselines is desirable.

Responsibilities

• Assist leads in decomposing and evaluating baselines across functional, physical, and performance aspects.
• Maintain end-to-end traceability across designs, specs, tests, and RTM.
• Draft and maintain Test Plans, Procedures, Data Collection Plans and Schedules.
• Identify risks, hazards, dependencies, and data gaps affecting tests.
• Support failure investigations with logs, exhibits, and root-cause summaries.
• Prepare TRRs, TPWGs agendas and briefings with entrance/exit criteria.
• Maintain integrated test calendars, action-item matrices, and risk registers.
• Analyze empirical test data from bench, lab, and field tests.
• Archive data per DoD records management and CUI policies.

This work will be performed on site in Panama City Beach, FL.

The System Test Engineer (STE) & Requirements Management Support Specialist provides integrated technical, analytical, requirements management, documentation, coordination, and administrative support to Government System Test Engineers (STEs), Test Directors (TDs), Systems Engineers (SEs), Project Managers (PMs), and cross-functional engineering teams.

Job Responsibilities (Not limited to just these tasks):

• Assist the Government leads in decomposing and evaluating functional, physical, performance, and Key Performance Parameter (KPP) baselines
• Maintain continuous end-to-end traceability across design models, specifications, test procedures, Requirements Traceability Matrix
• Draft, format, and maintain formal Test & Evaluation documentation, including Test Plans and Procedures, Data Collection Plans and Schedules
• Proactively identify technical risks, safety hazards, dependencies, and data gaps impacting test events
• Support failure investigations by compiling empirical logs, organizing technical exhibits, and drafting root-cause summaries
• Prepare briefings, entrance/exit criteria packages, and agendas for formal Test Readiness Reviews (TRRs) and Test Planning Working Groups (TPWGs)
• Maintain integrated test calendars, action-item matrices, risk/issue registers, and technical meeting records
• Compile, process, and analyze empirical test data collected during bench, lab, and field testing
• Maintain organized, traceable technical data archives in compliance with DoD records management and Controlled Unclassified Information (CUI) policies

EDUCATION AND EXPERIENCE :

• Bachelor of Science degree in Systems Engineering, Electrical Engineering, Mechanical Engineering, Computer Science/Engineering, or a related technical discipline and three (3) to five (5) years of experience
• Equivalency: Practical military or civil service technical experience in Navy tactical systems, combat systems T&E, or C4I operational testing may be considered in lieu of a degree.
• Three to five (3–5) years of experience supporting systems engineering, Test & Evaluation, requirements analysis, verification and validation, or system integration
• Direct experience supporting Navy/DoD tactical systems, amphibious/expeditionary systems, C4I integration, or shipboard command-and-control networks is desired
• Working familiarity with NAVSEA acquisition processes, Technical Data Packages (TDPs), Systems Engineering Technical Reviews (SETR), and Configuration Management baselines is desired
