Position: System Director of 340B Program Operations
Reports To: System Chief Executive Officer
Location: Corporate Office – Johns Creek, Georgia

Position Overview

The System Director of 340B provides strategic and operational leadership for Tenor Health Foundation’s 340B Drug Pricing Program across its hospitals, outpatient facilities, physician practices, and pharmacy partnerships. This is a hands‑on leadership role responsible for building, implementing, and optimizing an enterprise‑wide 340B program that supports compliance, operational excellence, financial performance, and organizational growth.

Key Responsibilities

• Develop, build, and lead Tenor Health Foundation’s enterprise 340B strategy and program across all eligible facilities and operations.


• Establish the infrastructure, governance, policies, procedures, workflows, and internal controls necessary to support a compliant and scalable 340B program.


• Lead hands‑on implementation of 340B initiatives from assessment and planning through execution, monitoring, and optimization.


• Drive financial performance by taking full accountability for achieving revenue targets and leading business development efforts that support sustainable growth.


• Assess hospitals, outpatient facilities, physician practices, pharmacies, and ancillary services to identify opportunities for 340B participation and expansion.


• Develop and manage relationships with contract pharmacies, specialty pharmacies, third‑party administrators, wholesalers, manufacturers, and other strategic partners.


• Evaluate, implement, and optimize technology and vendor solutions necessary to support effective 340B operations.


• Ensure compliance with applicable 340B requirements, including patient eligibility, diversion prevention, duplicate discount prevention, registration requirements, and audit readiness.


• Develop and conduct routine compliance monitoring and internal audits and ensure identified issues are investigated, documented, corrected, and monitored.


• Develop and maintain enterprise 340B policies, standard operating procedures, training materials, and program governance documentation.


• Establish key performance indicators and provide executive reporting related to financial performance, utilization, savings, compliance, program opportunity, leakage, and vendor performance.


• Identify opportunities to improve financial performance and maximize appropriate 340B savings while maintaining strong program integrity.


• Partner with Finance to develop financial models, forecasts, reconciliations, budgets, and business cases for current and proposed 340B initiatives.


• Collaborate with Information Technology, Pharmacy, Revenue Cycle, and vendors to ensure accurate data integration, system configuration, reporting, and reconciliation.


• Monitor regulatory, legislative, manufacturer, and industry developments and implement necessary operational changes.


• Support 340B due diligence and integration activities associated with acquisitions, new hospitals, physician practices, service lines, and other organizational growth.


• Identify process gaps, missed opportunities, program leakage, and operational inefficiencies and implement solutions to improve program performance.


• Build the organizational structure and resources necessary to support the 340B program as it grows.


• Lead and participate in cross‑functional 340B workgroups and steering committees to drive projects, resolve barriers, and maintain accountability.


• Educate hospital and corporate stakeholders regarding 340B requirements, responsibilities, processes, and opportunities.


• Establish and maintain productive relationships with external 340B organizations, industry partners, and other stakeholders.


• Promote standardization, accountability, continuous improvement, and operational excellence across the enterprise 340B program.

Requirements

Qualifications

• Strong knowledge of the 340B Drug Pricing Program, including covered entity requirements, patient eligibility, diversion prevention, duplicate discounts, contract pharmacy arrangements, and audit requirements.


• Strong understanding of hospital, pharmacy, physician practice, outpatient, and healthcare operations as they relate to 340B.


• Demonstrated financial and business acumen with the ability to identify opportunities, evaluate ROI, and improve program performance.


• Strong project management skills with the ability to simultaneously manage multiple implementations, workstreams, vendors, and priorities.


• Demonstrated ability to translate regulatory and program requirements into effective operational processes and controls.


• Strong analytical and data‑driven decision‑making capabilities.


• Excellent leadership, communication, negotiation, organizational, and relationship building skills.


• Demonstrated ability to work collaboratively with executive leadership and cross‑functional teams.


• Deep understanding of regulations that drive the program and meet the necessary reporting requirements

Experience

• Minimum of five (5) years of progressively responsible experience in 340B, pharmacy operations, healthcare operations, or a related field.


• Minimum of three (3) years of direct 340B program experience required.


• Demonstrated experience building, implementing, expanding, or significantly transforming a 340B program strongly preferred.


• Experience supporting 340B operations within a multi‑hospital or multi‑entity healthcare system preferred.


• Experience with covered entities, child sites, contract pharmacies, specialty pharmacies, physician practices, and outpatient operations preferred.


• Experience managing third‑party administrators, pharmacy partners, technology vendors, wholesalers, and other 340B‑related relationships.


• Experience developing and implementing 340B policies, procedures, governance structures, and internal controls.


• Experience with 340B compliance monitoring, internal or external audits, corrective action plans, and audit readiness.


• Experience with financial analysis, data analytics, reporting, and program optimization.


• Experience leading complex projects and cross‑functional initiatives from development through implementation.

Education

• Bachelor’s degree in Healthcare Administration, Business Administration, Pharmacy, Finance, Nursing, Public Health, or a related field required.


• Master’s degree in Healthcare Administration, Business Administration, Pharmacy, Public Health, or a related field preferred.


• Doctor of Pharmacy (Pharm.D.) or Registered Nurse preferred.


• Apexus Advanced 340B Operations Certificate (340B ACE) preferred or willingness to obtain within an established timeframe.

Physical Requirements

• Primarily performs sedentary work in an office environment with frequent use of computers and standard office equipment.


• The ability to travel is required. Approximately 40% travel is expected based on organizational needs.
