Job summary

U.S. Fleet Forces Command in Monterey, CA seeks a Supervisory Meteorologist to lead METOC operations within the Fleet Numerical Meteorology and Oceanography Center.

Summary

You will serve as a Supervisory Meteorologist in the Fleet Numerical Meteorology and Oceanography Center of FLT NUMER OCEANGPHY METEO CTR.

Duties

Help

• You will serve as a senior technical advisor and consultant in areas of meteorology, physical oceanography, or other specialized physical science fields relevant to FNMOC’s mission.
• You will provide authoritative advice to other agency scientists and high-level officials, conducting investigations that may require development of new techniques.
• You will provide direct administrative and technical supervision to seven Professional Physical Scientists, Oceanographers, and Meteorologists in grades GS-13 and below.
• You will establish employee performance criteria utilizing and adhering to organizational methods, processes, and timelines.
• You will be responsible for carrying out EEO policies and communicating support of policies to subordinates; to ensure equality in determining qualifications, selections, assignments, training, promotions, details, discipline and awards to employees.
• You will assume primary responsibility for initiating, planning, coordinating, and overseeing the transfer of new and emerging scientific technologies and techniques from the research community to operations for the Division.
• You will facilitate the validation and verification of METOC numerical analysis and forecast products across all network enclaves through qualitative and quantitative comparison to all relevant observations.
• You will brief high-ranking personnel on FNMOCs role in the national effort in numerical model computing including senior Agency and DOD decision makers.
• You will participate in inter-agency working groups or committees to provide expert technical perspectives and create long-range inter-agency plans with significant consequences for participating agencies.
• You will represent FNMOC for the exchange of techniques, software, and data, and to evaluate current and proposed research and development efforts with planners and scientists from other national and international government agencies and academia.
• You will coordinate with managers in other Divisions/Departments to ensure the two way transition across all network enclaves of appropriate raw data, data bases, software code, and products between the division and other FNMOC groups.

Qualifications

In Addition To The Basic Requirements For This Position, You Must Have a Bachelor's Degree In Meteorology, Atmospheric Science, Or Other Natural Science. Additionally, Your Resume Must Also Demonstrate At Least One Year Of Specialized Experienceat Or Equivalent To The GS-12 grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following:

• Experience applying advanced theoretical meteorology and/or oceanography, including the dynamics of the atmosphere and/or oceans, and the application of computer methods for numerical environmental analysis and prediction.
• Experience demonstrating a mastery of the theories, methods, and techniques of professional meteorology or oceanography sufficient to serve as a staff specialist working to improve forecast guidance and the performance of tactical decision aids for one or more of the major product areas.
• Experience incorporating air-sea interaction theory as it applies to coupled environmental numerical modeling.
• Experience utilizing METOC satellites, in-situ observations, and the algorithms used to produce environmental input to data assimilation systems for environmental prediction models.
• Experience in applying statistical methods and standard techniques for evaluating METOC numerical analysis and forecast products.
• Experience exhibiting comprehensive knowledge of an advanced programming language such as FORTRAN, an advanced operating system such as LINUX, software configuration management, and visualization of large scientific data sets.
• Experience in applying knowledge of software engineering techniques as applied to the development and maintenance of automated, real-time systems.
• Experience demonstrating management skills such as leadership, interpersonal skills, customer service, decision-making, flexibility, organizational awareness, team building, problem solving and performance evaluation sufficient to ensure the effective working of a team.
• Experience exhibiting Professional training in project management practices sufficient to ensure the successful completion of all stages of a project, including initiating, planning, executing, controlling and closing the project.
• Experience applying a broad understanding of environmental processes relevant to military missions.
• Experience navigating internal organizational structure, relationships, and procedures.
• Experience navigating external relationships of parent agencies and funding processes.
• Experience interpreting procurement rules, regulations, policies, and procedures.

• Degree: meteorology, atmospheric science, or other natural science major that included:
• At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
• Six semester hours of atmospheric dynamics and thermodynamics;*
• Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
• Three semester hours of physical meteorology; and
• Two semester hours of remote sensing of the atmosphere and/or instrumentation.
• Six semester hours of physics, with at least one course that includes laboratory sessions.*
• Three semester hours of ordinary differential equations.*
• At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
• There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.

• Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
