District Department of Transportation (DDOT) is seeking a senior supervisor to lead a multidisciplinary team within the Curbside Services Branch. The role emphasizes using data to drive decisions, deploying new technologies, and guiding strategic efforts to boost operational efficiency.
The candidate will oversee design, redesign, and improvement of customer service processes, coordinate with District and federal partners, and manage complex programs while reporting to senior leadership.
This position is in the District Department of Transportation (DDOT), within the Maintenance Operations Administration’s (MOA), Curbside Services Branch. The Curbside Services Branch is responsible for management and regulation of the District’s curbside operations and assets. This position provides supervision and leadership to a multidisciplinary team, including engineering technicians and program analysts, who are ensuring compliance with local and federal regulations for curbside operations, overseeing curbside assets, utilizing new technology, and conducting fieldwork to maintain assets in good repair. This position will serve as a proven manager who can use data to drive decision-making, introduce new technologies and process improvements, and advise on strategic efforts to improve the agency’s overall operational efficiency within the Operations Administration.
Serves as a key member of the Director’s and Associate Director’s advisory staff. Defines current and future business environments and establishes metrics to measure and evaluate systems’ performance. Exercises analytical and evaluative expertise in the review of agency goals and objectives, operations, and business processes. Performs root causes analyses of business processes to identify needs for reform. Designs and/or conduct comprehensive management studies, the boundaries of which are evolving legislative changes; overlapping functions, etc. Develops and maintains strategic plans for agency reforms, including new or improved business processes and practices. Keeps supervisor abreast of significant problems identified.
Plans, coordinates and supervises a broad range of complex special projects and programs related to the design, red-design and improvement of agency customer service response process and programs. Assesses extremely diverse, critical, controversial and/or sensitive matters of interest to the supervisor and recommends approaches and solutions. Acts as a liaison between DDOT and other key District agencies in the planning, assessment, and implementation of changes in administrative processes, including those initiated in conjunction with other agencies. Coordinates changes with technical experts, other District/Federal agencies and the private sector to determine the most effective approach and methodology to resolve issues and obtain the desired results.
Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.The applicant should have specialized experience in at least two of the following: expert knowledge of the mission, policies, procedures, and goals related to the interrelationship of programs within the agency’s administrations; expert knowledge of curbside operations; expert knowledge of parking operations; expert knowledge and experience in asset management; expert knowledge of advanced project management concepts; and expert knowledge in process improvement. To be creditable, at least one (1) year of specialized experience must have beenequivalent to at least the next lower grade level in the normal line of progression.
Bachelorof Science degree in Business or Public Administration or related field is desired.The applicant must have experience in managing diverse teams, either as a supervisor or project manager. Applicants should demonstrate knowledge and skills in two or more of the following skills: personnel management, union relations, performance management, mediating conflict, and team-based project management. Demonstrated evidence of leading a team to meet a shared goal is preferred.Additional preferred skills include expert knowledge of skills in the application of analytical and evaluative methods, and qualitative and quantitative methods sufficient to interpret information and data related to the assessment of complex and problem areas.At least five (5) years’ experience as a Management Analyst, administering contracts, managing projects or similar disciplines.
A valid driver’s license is highly desired.
The work is performed in an office setting, but there will be significant amounts of time spent outside.

Duration of Employment: Management Supervisory Service (MSS) At-Will.At-Will employment applies to the appointing authority and may be terminated at any time with or without cause.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12.As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications.These duties may be performed. When the government is closed or when most employees are dismissed early.Employees are required to work rotating shifts, to include evenings, nights, weekends, and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
