The Due Diligence Branch Chief (DDBC) serves as part of the Entity Vetting Directorate senior leadership team and is responsible for supervising the research, analysis, and timely production of business and security-related Entity Vulnerability Assessments (EVAs) evaluating a company's risk indicators and assessing the resultant vulnerabilities' impact on a company's management personnel, business operations, USG customers, security posture, and national security.

As a SUPERVISORY INDUSTRIAL SECURITY SPECIALIST you will be responsible for the following duties:

  • This position devotes a minimum of twenty-five percent of its time to classical supervisory activity in overseeing the work of up to ten (10) GG11 to GG13 Due Diligence Team Leads (DDTL) and Due Diligence Analysts (DDA), and contractor staff.
  • Provide highly technical direction and feedback to government and contractor staff, other internal parties, and external parties related to business and security research, associated analytical techniques, and related processes and procedures.
  • Provides expert, authoritative advice and consultation to all levels of management within DCSA, to high level officials in the defense industry, vendors, and personnel in other agencies affected by the DCSA mission.
  • Identify areas for improvement, determine the appropriate course of action addressing the areas for leadership's consideration, and implement solutions; areas for improvement may include workflow enhancements, product format revisions, additional training needs, and updates to internal guidance.
  • Actively monitor team and individual metrics against established key performance indicators (KPIs) and prepare the timely dissemination of individual and team performance metrics to supervisors on a recurring basis as requested.
  • Conduct workload management tasks by providing reasonable and appropriate suspense dates based on documented case prioritization related to timing, monitoring completion status, ensuring suspense dates are met, and realigning work, as needed, and if required.
  • Provide coaching, training, and mentoring to team members.

  • Incumbent is required to obtain and maintain the Intelligence Fundamentals Professional Certification within 12 months of appointment.
  • Incumbent is required to attend Office of the Director of National Intelligence’s Analysis 101 training course within 12 months of appointment.
  • Incumbent is required to attend Office of the Director of National Intelligence’s Analysis 201 training course within 24 months of appointment.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience.

Specialized Experience For This Position Includes
  • Demonstrating experience with industrial security (e.g., National Industrial Security Program (NISP)) and other security or intelligence disciplines.
  • Managing a portfolio, projects, programs, or systems pertaining to economics, business, finance, or corporate law.
  • Analyzing workflows, evaluating metrics, and performing needs analysis utilizing advanced knowledge of security, intelligence, and business.
  • Leading and mentoring others by significantly contributing to their training to fulfill team or organization performance indicators.
  • Analyzing complex corporate entities, structures, or programs for concerning vulnerabilities or threats impacting key personnel, programs, technology, organizations, or individuals to produce reliable, unbiased assessments.

Conduct assessments in a counterintelligence context to protect against espionage, other intelligence activities, and sabotage conducted for or on behalf of foreign powers, organizations or persons, or international terrorist activities.
  • Program Security - Employ an array of traditional, acquisition and security measures to sustain secrecy of highly sensitive United States Government programs and/or activities. Prevent unauthorized disclosure of national security program information throughout the program lifecycle.
Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
