Job summary

The Newark Board of Education is seeking a Supervisor in the Office of Bilingual/ESL to lead instructional staff, coach principals, and drive district‑level Bilingual Education initiatives in line with state standards.

Reporting to the Director of Bilingual Education, you will develop curriculum guides, oversee assessments, coordinate professional development, and ensure high‑quality services for English Learners across the district.

Qualifications

  • Master's degree from an accredited college or university.
  • NJDOE Supervisor Certificate.
  • Bilingual Education Teaching Endorsement (NJ).
  • ESL Teaching Endorsement (NJ).
  • Minimum of three years in district administration.
  • Minimum of four years teaching Bilingual/ESL.
  • Knowledge of WIDA Standards and federal/state requirements.
  • Ability to plan and administer district‑level PD.

Responsibilities

  • Observes, coaches, and evaluates teachers and chairs with PD.
  • Provide feedback to principals on student achievement and Bilingual programs.
  • Monitors IPDP/CAP and evaluation activities for staff.
  • Mentor novice department chairs and teachers in Bilingual Education.
  • Lead professional development to implement curricular guides and strategies.
  • Synthesize quarterly Bilingual Education achievement reports.

Qualifications and Requirements
  • Master's degree from an accredited college or university.
  • New Jersey Department of Education Principal Standard Certificate (preferred).
  • New Jersey Department of Education Supervisor Certificate.
  • Valid New Jersey Department of Education Bilingual Education Teaching Endorsement.
  • Valid New Jersey Department of Education ESL Teaching Endorsement.
  • Minimum of three (3) years of successful experience in school or district level administration.
  • Minimum of four (4) years of successful experience in teaching Bilingual or ESL Education.
  • Knowledge of WIDA Standards for curriculum, assessment and instruction.
  • Knowledge of Federal and State requirements for the teaching of English Learners.
  • Knowledge of New Jersey Student Learning Standards for curriculum, assessment and instruction.
  • Demonstrated knowledge of subject specialty and effective teaching methods.
  • Ability to plan, organize and administer a district‑level professional development program.
  • Ability to maintain a positive learning environment.
  • Strong interpersonal and communication skills.
Basic Functions and Responsibilities
I. Management and Coaching of Instructional Staff
  • Observes, coaches, and evaluates teachers and department chairs, and provides ongoing professional development for targeted improvement.
  • Provides constructive feedback to principals, vice principals, and department chairs on the improvement of student achievement and effective implementation of the Bilingual Education curricular programs.
  • Monitors all Teach NJ Educator Effectiveness activities (IPDP/CAP, observations, and evaluations) of department chairs of Bilingual Education and teachers of Bilingual Education.
  • Validates evaluation ratings of department chairs of Bilingual Education and teachers.
  • Assumes orientation and mentorship responsibilities of all novice department chairs of Bilingual Education and monitors the orientation and mentorship of novice teachers.
  • Leverages department chairs of Bilingual Education, teacher coaches, and academic interventionists to reach maximum implementation of district‑approved curricular guides and intervention strategies by providing monthly and quarterly ongoing professional development opportunities.
  • Synthesizes all Bilingual Education achievement quarterly reports from department chairs and Bilingual Needs Assessment teachers and provides a comprehensive review and presentation at various forums throughout the school year.
II. Curriculum, Instruction, and Assessment
  • Serves as a lead in the area of Bilingual Education.
  • Authors, updates, and furnishes rigorous Bilingual Education curriculum guides, units of study, bridge manuals, and technological resources to the district.
  • Supports the district’s textbook adoption committee and process, ensuring all curricular resources and supplements are fully vetted; meeting state standards and the diverse needs of all students.
  • Supports the development of a comprehensive strategy to guarantee an accurate inventory and timely distribution of all curricular resources.
  • Supports the development of all Bilingual Education diagnostics, interim assessments, district assessments, mid‑term and final exams.
  • Collaborates with all district supervisors and the special assistants to ensure curriculum guides, units of study, resources, and assessments are tailored for all learners.
  • Collaborates with all district directors and supervisors to ensure curriculum guides, units of study, resources, and assessments are aligned to state standards and result in interdisciplinary opportunities.
III. Organizational Leadership
  • Establishes and executes organizational systems and strategies to monitor department chairs, Bilingual Needs Assessment teachers, teacher coaches, and district goals.
  • Develops and monitors strategies for high level collaboration among faculty and staff.
  • Communicates effectively and maintains a positive disposition in all circumstances to ensure an outcome that promotes student academic achievement, staff professional development, and district‑wide success.
  • Monitors and reports on school‑level compliance with federal and state requirements.
  • Performs other duties as assigned by the Assistant Superintendent of Teaching and Learning.

Reports To: Director of Bilingual Education

Salary, Employment Period, and Union Affiliation
  • Salary: $107,500 - $143,500.
  • Employment period: Twelve (12) months.
  • Union affiliation: City Association of Supervisors and Administrators (C.A.S.A.).
