Summary

The Operations Supervisor is responsible for supervising employees providing case management and housing services to persons who are literally homeless and identified for rapid rehousing. The supervisor ensures individuals and families are assigned to appropriate funding sources and that the program adheres to Housing First principles, emphasizing low barriers to admission, engagement, and problem‑solving over therapeutic goals.

Essential Duties and Responsibilities
  • Coordinate outreach activities with internal and external programs.
  • Assign referrals for intake, linking households with the most appropriate funding source.
  • Monitor employee performance and provide direct supervision, including constructive feedback and support in completing job requirements.
  • Act as a resource for staff in handling difficult or complex cases.
  • Ensure accurate entry of information in HMIS as required.
  • Review weekly activity logs and time worked.
  • Review and approve housing stability plans and monitor other service plans.
  • Review case files to ensure contract compliance and quality assurance.
  • Attend staff and internal meetings as required.
  • Coordinate PQI activities, including staff meetings, case reviews, satisfaction surveys, and related tasks.
  • Assist Operations Manager with administrative tasks related to operations.
  • Conduct annual job performance appraisals of assigned staff.
  • Train staff in policies, procedures, forms, and data collection.
  • Present to community groups, landlords, and stakeholders about the program and agency.
  • Gather and evaluate staff performance and provide aggregate reports as requested.
  • Hire new staff and participate in new employee orientation.
  • Evaluate and identify training needs for assigned staff.
Other Responsibilities
  • Comply with all applicable training requirements.
  • Comply with company safety, personnel, and operational policies and procedures.
  • Adhere to the work schedule to ensure effective operations of agency programs.
  • Contribute positively as a member of a productive and cooperative team.
  • Perform other duties as necessary to fulfill the mission of St. Vincent de Paul CARES.

Education and Experience
  • Minimum of a bachelor’s degree in social work or related field; experience in program coordination, supervising staff, counseling, case management, and/or crisis intervention with homeless and at‑risk families may substitute for required education with CEO approval.
  • At least 1 year of supervisory or coordinating experience.
  • Compliance with complex governmental regulations, policies, and procedures and demonstrated document compliance.
  • Proficiency with data management and information systems, including basic Excel, PowerPoint, and Outlook.
  • Excellent interpersonal skills and ability to interact effectively with agencies and service providers.
  • Ability to work in a fast‑paced environment and understand issues faced by low‑income populations.
  • Valid driver’s license (company vehicle required).
Physical Demands

Working in an office/site requires prolonged sitting at a computer workstation, standing, bending, reaching, lifting up to 20 lbs, and occasional driving. Requires manual dexterity to operate standard office equipment. Requires regular sitting, speaking, listening, walking, typing, and maintaining records. Vision abilities include close, distance, peripheral, depth perception, and focus adjustment.

Mental Demands

Handle new and diverse work problems daily, resolve conflicts, make effective decisions under pressure, listen objectively, perceive real problems, and interact with volunteers, clients, contractors, visitors, and employees at all agency levels.

Work Environment

Occasional noise from equipment and interactions. Possible exposure to communicable disease and verbal abuse or similar behavior from residents/clients. Employees may be asked to work outside of established schedule or odd hours. All agency information is confidential.
