Job summary

Recruitment Number: DLIR-2023-084. Position is full-time, located in Downtown Honolulu, Oahu.

Salary: $10,102 to $11,314 monthly (SR-23, Step C to M). Salary includes Shortage Category Differential. Hiring rates will be based on availability of funds, applicant's qualifications, and other relevant factors.

Duties Summary

Serves as supervisor over a group of Elevator Inspectors. Plans, organizes, directs, and reviews the recommendations of others engaged in inspection and accident investigation activities relating to elevators and kindred equipment. Actively participates in resolving difficult field problems regarding cases of a controversial nature.

• Schedule, assign, direct and evaluate the work of elevator inspectors.
• Assess ongoing training and staff development needs, provide appropriate training.
• Review inspectors’ reports for completeness and adequacy; approve recommendations for action.
• Conduct field checks of inspections for compliance with guidelines and standards.
• Resolve disputes between inspectors and building owners when controversial decisions arise.
• Assist in preparing or revising safety rules and standards.
• Conduct training sessions on recent changes, technology, safety codes, and inspection techniques.
• Keep abreast of technological changes in the elevator industry and maintain knowledge of local procedures.
• Maintain and monitor expenditure records; prepare budget estimates.
• Interview applicants for vacancies, approve leave, counsel employees, take disciplinary action.
• Conduct and participate in elevator inspections and accident investigations.

Minimum Qualification Requirements

Legal Authorization To Work

Prerequisite Knowledge And Abilities

Knowledge of English, mathematics, basic electrical, electronic, mechanical, and hydraulic principles; ASME/ANSI safety codes; building, fire, electrical, and accessibility codes. Ability to read and interpret laws, apply principles, read drawings, prepare reports, communicate effectively, perform basic math, follow safety practices, and provide on‑job training.

Experience Requirement

• Five (5) years progressively responsible experience as an elevator mechanic (including apprenticeship); or
• Satisfactory completion of two (2) years of college coursework in mechanical or electrical engineering plus one year of progressively responsible experience as an elevator mechanic; or
• Comparable combination of trades training/experience accepted by NAESA or another accrediting organization.

Additional Requirements

• At least one (1) year of elevator inspection experience comparable to the Elevator Inspector II level.
• Supervisory aptitude demonstrated through relevant assignments or training.

Certification Requirement

Must possess current Qualified Elevator Inspector (QEI) certification accredited by ASME within six (6) months of hire. Certification must comply with Hawaii Revised Statutes, Chapter 397.

Selective Certification – Driver’s License Type 3

Valid driver’s license required for inspecting/testing elevators and related equipment, and for investigating accidents or incidents involving such equipment.
