Job summary

The NYC Taxi & Limousine Commission seeks a Supervising Attorney for the Prosecution Division to oversee hearings at OATH and manage a calendar of TLC summonses. You will supervise prosecuting attorneys, prepare evidence, coordinate with enforcement staff, and mentor junior staff in a fast-paced regulatory environment.

Required is admission to the New York State Bar and relevant experience; residency not required in NYC.

The TLC oversees a transportation ecosystem that moves nearly 1 million riders every single day the equivalent of the entire Boston transit system. The Prosecution Division investigates and prosecutes summonses issued by TLC which consist of administrative, field, and consumer-initiated complaints. The division prosecutes a wide range of violations including reckless driving, unlicensed operation, illegal street pickups, harassment, and leaving the scene of an accident.

The Prosecution Division investigates and prosecutes all summonses issued by TLC, which amounts to over 100,000 summonses each year. Under the leadership of the Managing Attorney for Prosecution, and the direct supervision of the Senior Supervising Attorney, the Supervising Attorney of Adjudications (Hearings) Unit will assist the Senior Supervising Attorney in the daily management of the Hearings Unit and will assist in overseeing prosecuting attorneys assigned to appear on TLC summonses at the Office of Administrative Trials and Hearing (OATH).

The Supervising Attorney will assist in the management of the prosecution of TLC summonses at OATH Hearings Division. Responsibilities will include but are not limited to: managing weekly and daily calendar of TLC summonses; assigning and monitoring cases handled by prosecuting attorneys; overseeing the preparation of evidence and witnesses for introduction at administrative hearings; completing defaults list for distribution to OATH; collaborating with OATH to ensure the efficient disposal of cases; coordinating with TLC enforcement staff to ensure officer presence at required court appearances; providing instruction and feedback to prosecuting attorneys as needed; working with the Summons Integrity Committee to review directives, settlement offers, and summonses prior to issuance; and providing training to new and existing prosecutors assigned to the Hearings unit and Prosecution.

Note

New Hire Rate: $83,000

After two (2) years of city employment: $95,450

Minimum Qualifications

• Admission to the New York State Bar; and either "2" or "3" below.
• One year of satisfactory United States legal experience subsequent to admission to any state bar; or
• Six months of satisfactory service as an Agency Attorney Interne (30086).

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

In Addition To Meeting The Minimum Qualification Requirements

To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Preferred Skills

Interested candidates should possess excellent legal writing and oral advocacy skills sound legal analysis and problem-solving ability capacity to manage a demanding caseload, prioritize competing deadlines, and exercise independent legal judgment in a fast-paced environment litigation experience legal research and client or public interaction within a legal or regulatory setting experience in or an interest in public service and municipal government will be preferred.
