Job summary

Riverside County Flood Control and Water Conservation District is seeking a Supervising Accounting Technician in Riverside. The role leads the Accounts Payable team and two Accounting Technician IIs, overseeing invoices, vouchers, journal entries, and annual AP-related schedules.

The successful candidate will supervise staff, participate in recruitment, and liaise with multiple District divisions and external offices.

Qualifications

  • 1+ year as Accounting Technician II or 2+ years as Accounting Technician I with Riverside County or equivalent, incl. at least 1 year AP experience.
  • 4+ years maintaining and reviewing fiscal/financial records, incl. 1 year in reconciliations and AP functions.
  • Completion of 12 college units in accounting may substitute for 1 year non-specialized experience.

Responsibilities

  • Supervise and evaluate staff; conduct performance evaluations.

  • Independently prepare complex journal entries.
  • Prepare year-end AP-related accounting entries and schedules.

  • Develop or update AP SOPs as needed.
  • Review procedures; suggest efficiency and service improvements.
  • Liaise with District divisions, ACO, County agencies, and the public as needed.

Job description

The Riverside County Flood Control and Water Conservation District has an opportunity for a Supervising Accounting Technician within its Finance Division, located in Riverside. This position plays a key role in supervising the Accounts Payable (AP) section and overseeing the work of two Accounting Technician II positions.

Key Responsibilities
  • Supervise and evaluate staff, including preparing and conducting employee performance evaluations.
  • Participate in the recruitment, selection, and training of staff.
  • Review and approve fiscal documents, including payment vouchers, invoices, and journal entries.
  • Independently prepare complex journal entries.
  • Prepare year-end accounting entries and schedules related to accounts payable.
  • Review vendor statements and ensure the timely payment and accurate processing of accounts payable invoices.
  • Maintain the daily AP aging report by recording incoming invoices and tracking the status of invoice approval routing.
  • May develop and update District standard operating procedures related to accounts payable, as needed.
  • Review and analyze work procedures and technical issues, and recommend changes to improve efficiency and customer service for internal and external customers.
  • Serve as a liaison in meetings and communications with other District divisions, the Auditor-Controller's Office (ACO), County agencies and departments, other governmental agencies, and the public, as needed.
In addition to the minimum requirements, the most competitive candidates will possess
  • Experience supervising or leading a team of two or more employees.
  • Knowledge of general accounting principles and practices, particularly as they relate to accounts payable.
  • Experience processing journal entries.
  • Experience reconciling general ledger accounts and ensuring the accuracy of financial information.
  • Experience using accounting software such as Finance Enterprise, PeopleSoft, or Microsoft Dynamics.
  • Intermediate to advanced proficiency in Microsoft Excel.
  • Experience utilizing a trial balance to obtain general ledger information.
  • Knowledge of and experience with project and cost accounting.
  • Strong interpersonal and communication skills, both verbally and in writing.
Meet The Team

Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.

  • Supervises and reviews the work of a fiscal support unit; resolves difficult problems pertaining to the work of the staff; personally performs the more difficult work of the unit.
  • Reviews work procedures and recommends changes to be more efficient.
  • Trains staff in how to perform the work, including office/program policies and procedures.
  • Analyzes procedural and/or technical problems; develops recommendations regarding resolution of other problems and/or resolves the problems; acts as a resource to staff.
  • Provides support functions to managers and professional accounting staff in accomplishment of special projects and assists with a variety of support functions.
Experience

One year of experience as an Accounting Technician II or two years of experience as an Accounting Technician I with the County of Riverside or an equivalent position, including at least one year of specialized experience performing Accounts Payable functions;

OR

Experience

Four years of experience in the maintenance and review of fiscal, financial, or statistical records, including one year in the reconciliation of accounts (experience in reconciling governmental budget accounts is preferred) and at least one year of specialized experience performing Accounts Payable functions. One year of the stated non-specialized experience may be substituted as listed under Education.

Education

Typically, one year of the stated non-specialized experience may be substituted with the completion of 12 semester or 18 quarter units in accounting from coursework at an accredited college or university.

Knowledge of

Principles and practices of supervision; principles of office management.

Ability to

Effectively supervise employees engaged in performing a variety of accounting support duties; reviews the work of others to ensure accuracy and compliance with legal and administrative requirements.

Other Requirements

License: Possession of a valid California Driver’s License is required. This position requires occasional travel to the County Administrative Center (CAC), the District’s satellite office at the Riverside County Information Center (RCIC), and the Auditor-Controller’s Office (ACO) to attend meetings and conduct County business, including picking up warrants.
