Position Location

This position is located on site in Moffett Field, California.

Job Overview

The Construction Superintendent (CS-1) is responsible for planning, coordinating, and executing small-scale facilities construction and repair projects from initial site walk through customer acceptance. Project assigned to a CS-I are typically under $350k. The CS-I independently manages project scope, schedule, subcontractor and in-house labor performance, quality, safety, and customer communication. This role serves as the primary field-level point of contact for Building Managers and subcontractors, ensuring all work complies with contract requirements, environmental and safety regulations, and government standards.

Responsibilities

Essential Duties and Job Functions:

  • Communicates regularly with Government personnel assigned to the project.
  • Supports development of scopes of work and schedules based on customer requirements, pre-bid walk-throughs, and specifications; coordinates weekly schedule with subcontractors.
  • Supports the planning, coordination, and execution of construction activities to minimize impacts on customer operations, including preparing and managing a ir quality, s safety, environmental, q uality-control, and required project notification plans.
  • Oversees all project related work activities for compliance with security, quality, safety, environmental, workmanship, schedule, cost, procurement, access, staging, temporary utilities, submittals, RFI responses, and change order requirements; performs routine field inspections.
  • Reviews plans, specifications, drawings, and cost estimates to identify errors, omissions, code violations, or potential deficiencies.
  • Works collaboratively with Environmental, Safety, Health and Quality team members and proactively identifies quality-improvement opportunities.
  • Ensures compliance with contract requirements, resolves customer concerns, and escalates issues to the IDIQ Task Order Manager as needed.
  • Maintains strong customer relations and provides ongoing project status updates through weekly meetings and other communication methods.
  • Participates in project status reviews with customers, subcontractors, and suppliers to resolve issues relating to safety, design, quality, schedule or profitability.
  • Conducts site visits and develops detailed project notes documenting performance requirements.
  • Tracks projects using scheduling software for maintaining pre-award deliverables, post award deliverables, modifications, baseline schedules, critical path analyses, and other project related activities.
  • Participates in project cost-management activities which includes calculating and reporting project completion percentages, including incremental and final reporting.
  • Establishes project budgets and manages work activities to perform within set financial targets. Immediately notifies the IDIQ Task Order Manager of all expected deviations along with mitigation strategies.
  • Provides timely updates to administrative personnel for all tracked task-order information.
  • Conducts subcontract/vendor performance assessments after completion of work and government acceptance.
  • Assists in preparing receiving reports and collect project closeout documentation, including red lines, release of claims, asset data, and warranties.
  • Works directly with government personnel to receive completion report approval based on pre-determined milestones and over project completion. Facilitates the completion of punch list items as needed.
  • Provides all completion reports to the billing department in a timely manner. Ensure project invoices are prepared and submitted on time. Assists the subcontracting staff in completing subcontractor performance evaluations.
  • Performs other duties as assigned in support of the construction department.

Key Responsibilities:

  • Keeping the IDIQ Task Order Manager appraised of significant issues, risks, and unexpected conditions encountered during project execution.
  • Monitoring construction progress to ensure work is completed according to schedule and recommending corrective actions when delays or obstacles arise.
  • Participating in meetings with stakeholders to address specifications, site-conditions, project progress, work quality, disruptions, RFI delays, funding impacts, and other factors that may affect project performance.
  • Supporting the development and processing of modifications or change orders.
  • Consistently performing duties in a timely, efficient, and cost-effective manner.
  • Collaborating professionally and effectively with colleagues, managers, subcontractors, and customers.
  • Maintaining accurate and timely project documentation.
  • Ensuring subcontractor invoices, change orders, and progress claims are accurate and supported.
  • Ensuring adherence to project budgets and identifying cost impacts early.
Job Requirements
Mandatory
  • High school diploma or GED.
  • Minimum of 5 years of experience in construction trades (carpentry, HVAC, electrical, or plumbing) OR a bachelor's degree in an engineering or construction-related field with a minimum of 2 years of experience performing or overseeing construction trades work.
  • Proven experience managing multiple construction or repair projects ranging from $2,500 - $3,50k.
  • Working knowledge of construction means, methods, tools, and equipment across multiple trades.
  • Strong negotiation skills and clear verbal and written communication.
  • Knowledge of Federal, State, and local construction safety and environmental regulations.
  • Demonstrated customer interaction skills and ability to work professionally with diverse stakeholders.
  • Ability to prioritize and manage tasks across multiple projects and work independently with mature judgement.
  • Ability to read and interpret construction specifications and drawings, and verify compliance with safety, quality, and regulatory requirements.
  • Ability to lead group meetings and reconcile conflicting views.
  • Proficiency with Microsoft Word, Excel, Outlook, internet browsers, and digital file management systems.
  • Ability to lift 25 pounds and perform routine site-walk activities.
  • U.S. Citizenship.
  • Valid state driver’s license.
Preferred
  • Bachelor's degree in engineering or a construction-related field.
  • 5 years of direct experience managing construction projects, including supervision of construction personnel, subcontractors, and customer support activities.
  • Valid OSHA-30 and PMP certifications.
  • Solid understanding of Federal Government construction contracting practices.
  • Experience estimating and managing construction projects up to $1M.
  • Trade license or NITC (Mechanical, Electrical, Plumbing).
  • Familiarity with acceptable Indoor Air Quality (IAQ) practices.
