Job summary

Trueline's client, a growing family-owned civil construction company in Southern Pines, NC, seeks a Civil Projects Estimator to own sitework and public works estimates from pre-bid review through bid submission and handoff.

You will review drawings, perform quantity takeoffs, prepare detailed cost estimates, coordinate with subcontractors, and support bid-day pricing while maintaining databases and vendor relationships.

Qualifications

  • 4+ years civil construction estimating experience.
  • Experience estimating sitework, public works, land development, or heavy civil projects.
  • Ability to read and interpret civil drawings, specs, and bid documents.
  • Experience analyzing subcontractor pricing and labor productivity for self-performed work.
  • Proficiency with HeavyBid or comparable software.
  • Experience with AGTEK/Bluebeam takeoff tools.
  • Strong Excel, Outlook and Word skills.
  • Ability to manage multiple bids and deadlines with accuracy.

Responsibilities

  • Own civil estimates from pre-bid through handoff.
  • Review drawings, specifications, addenda, and bid documents.
  • Perform quantity takeoffs for earthwork, utilities, grading, drainage, paving, and sitework.
  • Develop detailed estimates for labor, materials, equipment, subs, and costs.
  • Prepare estimates and schedules for public works projects ($1M–$30M).
  • Solicit, organize, and evaluate subcontractor pricing.
  • Coordinate pre-bid questions and plan reviews with clients and internal teams.
  • Support bid-day pricing with final recommendations and documentation.
  • Maintain estimating databases and vendor relationships.
  • Visit active projects to refine production rates and field conditions.

Job description

Trueline's client, a growing family‑owned construction company with a dedicated civil and public works operation, is seeking a Civil Projects Estimator to join their team in Southern Pines, North Carolina. This is an opportunity to take ownership of public infrastructure and sitework estimates from initial plan review through bid submission and project handoff while supporting the continued growth of a self‑performing civil division.

What You'll Do as the Civil Projects Estimator:
  • Own civil construction estimates from the pre‑bid stage through project handoff.
  • Review drawings, specifications, addenda, and bid documents to understand project requirements and risks.
  • Perform quantity takeoffs for earthwork, utilities, grading, drainage, paving, concrete, and related sitework.
  • Develop detailed estimates for labor, materials, equipment, subcontractors, and other project costs.
  • Prepare estimates and schedules for public works and civil projects generally ranging from $1 million to $30 million.
  • Solicit, organize, and evaluate pricing from subcontractors, vendors, and suppliers.
  • Compare subcontractor proposals against the cost of completing work with internal crews and equipment.
  • Define scopes of work and identify gaps, constructability concerns, and value engineering opportunities.
  • Coordinate pre‑bid questions, plan reviews, and project inquiries with clients and internal stakeholders.
  • Support bid‑day activities by providing final pricing recommendations and documentation.
  • Help meet Disadvantaged Business Enterprise participation requirements when applicable.
  • Transfer estimating assumptions, pricing, vendor information, and project risks to the operations team after award.
  • Assist project teams with major change orders, cost questions, and value engineering as needed.
  • Maintain estimating databases, historical cost information, subcontractor records, and vendor relationships.
  • Visit active projects to strengthen your understanding of production rates, construction methods, and field conditions.
Must‑Haves as the Civil Projects Estimator:
  • At least 4 years of civil construction estimating experience.
  • Direct experience estimating sitework, public works, land development, or heavy civil projects.
  • Working knowledge of earthwork, excavation, grading, storm drainage, water, sewer, and other wet utility scopes.
  • Experience preparing quantity takeoffs and detailed labor, material, equipment, and subcontractor estimates.
  • Ability to read and interpret civil engineering drawings, specifications, and bid documents.
  • Experience analyzing subcontractor scope, pricing, and labor productivity for self‑performed work.
  • Proficiency with HeavyBid or comparable civil construction estimating software.
  • Experience with AGTEK, Bluebeam, or similar takeoff tools.
  • Strong Excel, Outlook, and Word skills.
  • Ability to manage several bids and deadlines without sacrificing accuracy.
  • A proactive, organized approach and the judgment to raise concerns before they become bid‑day problems.
  • Ability to work primarily on‑site in Southern Pines, North Carolina.
Nice‑to‑Haves as the Civil Projects Estimator:
  • Associate or bachelor's degree in engineering, construction management, or a related field.
  • Experience estimating public or municipal infrastructure contracts.
  • Familiarity with DBE participation requirements and subcontractor documentation.
  • Experience with cut‑and‑fill analysis, dewatering, excavation support systems, or deep foundations.
  • Experience estimating projects valued between $1 million and $30 million.
  • Background working for a contractor that self‑performs civil construction.
  • Experience maintaining job‑cost databases and applying completed‑project data to future estimates.
  • Experience supporting estimate‑to‑operations handoffs and major change‑order pricing.
  • Procore experience.
  • Experience coaching or supporting junior estimators.

  • Base salary of $80,000-$115,000 depending on experience.
