Job summary

Tigua is seeking an experienced Superintendent to lead renovation projects at an occupied federal training facility in Georgia. You will own the schedule, coordinate all trades, manage site logistics, and serve as the primary field liaison with the COR and facility stakeholders.

The role requires directing field operations, maintaining life-safety systems, and delivering projects with minimal disruption to ongoing operations.

Qualifications

• High school diploma or GED required; two-year substitution with degree in Construction Management, Engineering, or Architecture.
• Minimum eight (8) years of progressive construction supervision experience; five (5) years as lead Superintendent.
• Three (3) projects of similar size/scope/complexity; interior renovation, building systems replacement, or tenant improvement work.
• Experience renovating in occupied, operational facilities with occupants continuing operations.
• Ability to coordinate multiple trades concurrently and develop, maintain, and recover a CPM schedule.
• OSHA 30-Hour Construction Safety certification (current).
• Current First Aid, CPR, and AED certification.
• Eligible to obtain FLETC/DHS facility access credentials.

Position Summary:

The Superintendent has total responsibility for daily field execution of the renovation. This person owns the schedule, sequences and coordinates all trades and subcontractors, controls site logistics inside an occupied and operational federal training facility, and is the day-to-day field point of contact for the Contracting Officer’s Representative (COR) and facility stakeholders.

This position is contingent upon contract award, final scope, and project requirements.

Duties and Responsibility:

Field Leadership and Trade Coordination

• Direct daily on-site construction operations, including self-performed work and subcontracted trades.
• Lead daily coordination huddles and weekly subcontractor foreman meetings.
• Identify and resolve trade conflicts, sequencing issues, and field coordination concerns before they affect the project schedule.
• Manage manpower loading, material staging, deliveries, laydown areas, crane and lift activities, site access, and parking.
• Coordinate construction activities within the limitations of an active and occupied campus.
• Verify that all workers maintain current site credentials.
• Coordinate escort requirements for personnel who do not have required site clearances.

Schedule Management

• Manage the project baseline Critical Path Method (CPM) schedule and required schedule updates.
• Develop and distribute rolling three-week look-ahead schedules.
• Identify schedule variances and potential delays early.
• Develop and implement recovery plans when project activities fall behind schedule.
• Document causes of project delays and schedule impacts as they occur.
• Coordinate phased construction activities, swing-space moves, and utility or system outages with the Contracting Officer’s Representative (COR) and facility staff.
• Ensure appropriate advance notice, planned outage durations, and system restoration verification are communicated and documented.

Occupied-Facility Control

• Maintain appropriate separation between construction activities and ongoing facility or training operations.
• Establish and maintain barricades, temporary partitions, signage, protected egress routes, and controlled access areas.
• Manage construction-related dust, noise, vibration, odors, and debris.
• Schedule disruptive construction activities outside normal training or operating hours when required.
• Maintain life-safety systems and safe egress throughout construction.
• Coordinate fire alarm and sprinkler impairments, fire-watch requirements, and temporary life-safety measures.

Government Interface and Documentation

• Serve as the primary field point of contact for the COR.
• Participate in project progress meetings and provide updates regarding project status, upcoming activities, issues, risks, and schedule forecasts.
• Prepare and submit accurate daily construction reports documenting manpower, equipment, weather, work activities, deliveries, visitors, and delays.
• Support the Quality Control Manager with submittals, Requests for Information (RFIs), inspections, and deficiency corrections.
• Support the Safety Manager with hazard identification, corrective actions, and site-safety compliance.
• Coordinate and drive completion of project punch-list items.
• Oversee final cleaning and preparation of completed spaces for turnover.
• Maintain and coordinate as-built drawing markups and field documentation.
• Support testing, commissioning, and system startup activities.
• Coordinate training for Government personnel on installed systems and equipment.
• Support final project turnover, including Operations and Maintenance (O&M) manuals, warranties, closeout documentation, and related records.

Required Qualifications:

• High school diploma or GED. An Associate’s or Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field may substitute for two years of the experience requirement.
• Minimum eight (8) years of progressive construction supervision experience, including a minimum of five (5) years as the lead Superintendent with total field responsibility.
• Demonstrated completion of at least three (3) projects of similar size, scope, and complexity, including interior renovation, building systems replacement, or tenant improvement work.
• Demonstrated experience performing renovation work in occupied, operational facilities where the occupant continued normal operations throughout construction.
• Documented ability to coordinate multiple trades concurrently and to develop, maintain, and recover a CPM schedule.
• OSHA 30-Hour Construction Safety certification (current).
• Current First Aid, CPR, and AED certification.
• Able to obtain FLETC/DHS facility access credentials as described above

Preferred Qualifications:

• Prior construction experience on a federal installation, particularly DHS, FLETC, CBP, USACE, NAVFAC, VA, or GSA PBS projects.
• Working familiarity with EM 385-1-1 and with the three-phase quality control process.
• USACE/NAVFAC Construction Quality Management for Contractors (CQM-C) certificate.
• EPA RRP (Lead-Safe Renovator) certification and asbestos awareness training, which are frequently relevant in older federal building stock.
• Certified Construction Manager (CCM), AGC Certificate of Management, or comparable credential.
• Established subcontractor and trade relationships in the coastal Georgia / Southeast Georgia / Jacksonville labor market.
• Experience with infection control or interim life safety measure protocols, temporary partitions, negative air, and dust and noise containment in occupied space.
