Job summary

North Slope Borough seeks an administrative health clerk to support rural village health programs. You will perform clerical tasks, manage patient data in EHR/RPMS, and assist in coordinating follow-up care with providers and residents.

Role requires strong communication, confidentiality and the ability to lift up to 20 pounds; duties include home visits and triage support as needed, with possible evenings or weekends. Training and certifications are part of the probation period.

Qualifications

  • High school graduate or GED or equivalent plus related work experience.
  • Criminal history background check required.
  • Must obtain Alaska driver’s license during probation.
  • Lift up to 20 pounds.
  • Minimum 2 years in medical field setting.
  • Minimum 1 year administrative experience.
  • Must obtain HIPAA, Bloodborne Pathogens, and Safety training in probation.
  • CPR/First Aid or BLS certification within probation.
  • EMT certification within probation period.
  • Minimum 24 hours CME every 2 years.

Responsibilities

  • Performs clerical duties per department procedures and Borough policy.
  • Answers telephone and radio calls; directs callers or relays messages.
  • Schedules meetings and appointments.
  • Greets and assists visitors; provides information and assistance to residents.
  • Prepares and processes reports and forms; ensures accuracy and compliance.
  • Compiles statistics; attends meetings and transcribes minutes.
  • Oversees day-to-day office activities; trains clerical staff; manages supplies.
  • Maintains timesheets and attendance records; updates department logs.
  • Maintains departmental files and records; prepares filing documents.
  • Enters information into computer tracking systems; prepares documents for distribution.
  • Develops patient lists for needs assessment and coordination with providers.
  • Provides patient follow-up for referrals from medical clinic and public health staff.
  • Utilizes EHR/RPMS or other databases for patient data and referrals.
  • Builds professional relationships with clients, staff and community.
  • Assist health staff in meeting IHs standards of care.
  • Take vital signs and assist with patient care during triage.
  • Perform home visits for advocacy and continuity of care.
  • Liaise between patients, agencies and departments for the clinic.
  • Conduct well-child checks in village health clinics.
  • Maintain confidentiality and HIPAA compliance.
  • Work non-traditional hours may be required; 24-hour on-call status possible.
  • Travel may be required.
  • Perform other duties as assigned.

Summary or Purpose

To improve the health knowledge, attitudes and medical practices of North Slope rural village communities. By promoting, supporting, and assisting in delivering a total health care program. Providing follow-up and continued contact with the health care delivery system at the community level.

Essential Duties and Responsibilities

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Performs clerical duties in accordance with Department procedures and Borough policy.

Answers incoming telephone and radio calls and directs the caller to the correct person or work group, or takes and relays messages as appropriate.

Coordinates and schedules meetings and appointments as requested.

Greets and assists visitors; provides information and assistance to residents within scope of authority; assists visitors with applications, government forms and other documents.

Prepares and processes reports, documents and forms; reviews documents and data for compliance and accuracy; processes documents and maintains department document logs as required.

Compiles and updates statistical information, reports and related documents; attend meetings, taken and transcribe meeting minutes.

Oversees day-to-day office activities; trains and coordinates the work of clerical staff; monitors documents preparation for accuracy and completion; supervises office supplies inventory.

May prepare timesheets for employees and keep daily records of attendance; process of documents and maintains department document log as required.

Maintains and updates departmental files and records; prepare documents for filing.

In the event of an emergency, will follow responsibilities as outlined in the North Slope Borough and program policies and procedures.

Protect self, co-workers and consumers by following policies and procedures to prevent the spread of blood borne and/or airborne diseases.

Update and track a variety of electronic and paper files, records, reports, and related documents; maintains file integrity and confidentiality by monitoring and assuring compliance to Department policies and procedures; assures the accuracy of the electronic and paper filing systems.

Enters information into computer tracking systems; schedules, prepares and proofreads documents for distribution; Complies documents for patient travel and appointments as required.

Develop and maintain patient list for needs assessment and coordination with providers.

Provide patient follow up for referrals from medical clinic and public health staff as needed.

Utilize Electronic Health Records (E.H.R) and RPMS systems, or other electronic data base for patient, chart reviews, and referrals as needed.

Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels. Ability to represent organization in a professional manner, building respect, and confidence in the community.

Assist Health Staff in meeting Indian Health Service (I.H.S.) standards of care for all clientele.

Take vital signs including blood pressure, pulse and respirtations. Assist with patient care i.e. screening patients through triage.

Preform Home Visits. Provide and assist with home visits as needed for patient advocacy, continuity of care, community outreach, wellness checks for elders and others in the community.

Act as the liaison between patients, agencies, programs, and departments for the clinic.

Conduct well child checks in the village health clinics.

Maintain absolute confidentiality of work-related issues, personel records and Borough information. Respect clients by recognizing their rights; maintaining confidentiality, including all HIPAA laws and requirements.

May be required to work a non-traditional work schedule to include evening, holidays and weekends and may be subject to 24 hour on-call status.

Travel may be required.

Perform other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of Borough policies and procedures and records management rules and guidelines.

Skill in operating a personal computer and a variety of software applications.

Effective oral, written, and reading communication skills.

Frequent use of hands, wrists, fingers associated with computer equipment.

Ability to maintain professional relationships with all clients, staff and community encounters.

Education, Experience, Certifications and Licenses Required

High school graduate or G.E.D/or, a combination of 12 years of education and related work experience.

Applicant must pass a criminal history background check conducted by the State of Alaska Background Check Unit

Ability to obtain a valid Alaska driver’s license that meets North Slope Borough insurance criteria within the probationary period.

Demonstrated ability to lift up to 20 pounds.

Two (2) years minimum experience in the Medical Field Setting.

One (1) year minimum administrative experience.

Ability to obtain HIPAA Certification, Blood Borne Pathogens Certification, and Safety Training within Probationary Period.

Ability to obtain CPR and First Aid or Basic Life Support Certification within Probationary Period.

Ability to obtain Emergency Trauma Technician Certificate within Probation Period.

Ability to complete a minimum of 24 hours of Continued Medical Education (CME or CEs) every two (2) years, for up to date knowledge on medical practices.

Ability to attend and successfully pass basic medical trainings, not limited to only Community Health Representative training.
