Hawai'i State Judiciary seeks an experienced Substance Abuse Counselor IV to provide counseling, education and rehabilitative services for offenders. Qualifications

  • Bachelor’s degree from an accredited college or university with a major in psychology, sociology, social work, criminal justice administration, substance abuse counseling, educational counseling, or a related field of counseling or mental health.
  • Two and a half (2½) years of progressively responsible professional substance abuse counseling experience providing direct alcohol and drug treatment services.
  • Application of the Twelve (12) Core Functions; substance abuse education; and ethics, federal regulations, confidentiality of records, HIV/AIDS issues for counselors.

Hawaii is a member board of the International Certification & Reciprocity Consortium/Alcohol and Other Drug Abuse Inc. (IC&RC/AODA) and subscribes to the international standards prescribed by the IC&RC. Applicants must possess a valid Substance Abuse Counselor Certificate (CSAC) issued by the State of Hawaii, Alcohol and Drug Abuse Division. Applicants who do not possess a Hawaii issued CSAC but are certified in states that subscribe to the international standards prescribed by the IC&RC and with the same credential as Hawaii may also apply. Provides professional substance abuse counseling, education and rehabilitative services to the full range and variety of referred offenders; participates in a multi-disciplinary assessment in the development, implementation and modification of individualized treatment plans; independently conducts the full range and variety of educational classes; conducts a variety of therapeutic-related classes with assistance and supervision; participates in the development, implementation, evaluation, and modification of program policies, procedures, practices, case management approaches, curriculum and rehabilitative services; and performs other duties as required.

Education Requirement: Baccalaureate degree from an accredited college or university with a major in psychology, sociology, social work, criminal justice administration, substance abuse counseling, educational counseling, or a related field of counseling or mental health.

Excess responsible work experience of the type and quality as described below in the Specialized Experience may be substituted for the Bachelor's degree on a year-for-year basis.

Specialized Experience Requirement:

Two and one-half (2½) years of progressively responsible professional substance abuse counseling experience providing direct alcohol and drug treatment services to individuals and/or families in an treatment program or drug court setting. Such work experience should have demonstrated the application of the Twelve (12) Core Functions; substance abuse specific education; and education on professional ethics, federal regulations, confidentiality of records, HIV and AIDS issues tailored to the substance abuse counseling profession.

Substitutions Allowed:
  • Possession of a Master's degree in substance abuse counseling, social work, sociology, psychology, counseling psychology, educational psychology, other counseling or a mental health field counseling, or criminal justice administration from an accredited college or university may be substituted for one and one-half (1½) years of Specialized Experience.
  • Possession of a Ph.D. in substance abuse counseling, social work, sociology, psychology, counseling psychology, educational psychology, other counseling or a mental health field counseling, or criminal justice administration from an accredited college or university may be substituted for two and one-half (2½) years of Specialized Experience.

Selective Certification Requirement - Driver's License

Prison Rape Elimination Act (PREA) Requirement (28 CFR 115.17, 115.117, 115.217 and 115.317):

For these positions, applicants may have contact with detainees in juvenile facilities and lockups, with inmates detained in a prison or jail, or with residents of community confinement facilities.

In accordance with the Federal PREA Law, the Hawaii State Judiciary shall not hire or promote anyone who may have contact with detainees in juvenile facilities and lockups, with inmates detained in a prison or jail, or with residents of community confinement facilities who:

  • a. Has engaged in sexual abuse in a prison, jail, lockup, communityconfinement facility, juvenile facility or other institution;
  • b. Has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse;
  • c. Has been civilly or administratively adjudicated to have engaged in the activity described in b above; or
  • d. Has been the subject of substantiated allegations of sexual abuse or sexual harassment, or resigned during a pending investigation of alleged sexual abuse or sexual harassment.
