Job summary

VISTA Technology Services, Inc. in Washington, DC, seeks a Submarine Radar Acquisition Analyst to support a NAVSEA Program Office in a hybrid role, on-site 1 day per week.

The successful candidate will support pre- and post-award Navy contracts and improve processes that defend our nation, understanding both sides of the acquisition life-cycle. A DoD Secret clearance is required, and prior DoD/DoW client-facing experience is essential.

Qualifications

  • 6+ years supporting DoD/DoW client-facing acquisitions and contracts.
  • Experience developing pre-award acquisition documentation such as Acquisition Strategies and Plans (AS & AP), Justifications and Accreditations (J&As), or Statements of Objectives and Statements of Work (SOWs & SOOs).
  • Experience developing post-award contract documents such as Purchase Requisitions (PRs/MODs) or Technical Instructions (TIs), and managing Contract Status Reports/Trackers (CSRs).
  • Active DoD Secret Clearance.

Responsibilities

  • Provide overall acquisition process expertise and support to the team leadership, Radar APM, and support contractors.
  • Review acquisition documents, Acquisition Strategies, Acquisition Plans, Justification and Approvals, and Statements of Work for quality, completeness, and consistency.
  • Facilitate the routing of acquisition documents and track and report the stakeholder review and signature process.
  • Coordinate and review team Purchase Requisition (PR) drafts for new contract requirements and modifications to established contracts within the system and generate PRs for submission to the contracting office.
  • Analyze, assess, and create acquisition program documentation (e.g., Acquisition Strategy, Purchase Requisitions, Contract Modifications).
  • Develop acquisition documents, including the initial capabilities document, capability development document, acquisition strategy, acquisition program baseline, program management plan, acquisition decision memorandum, affordability estimate, analysis of alternatives, and cost analysis and requirements description.
  • Track programmatic issues and risks to ensure they are addressed in acquisition documentation and assist with the development of status updates and briefs to program office leadership and external stakeholders.
  • Attend and support program leadership meetings and acquisition meetings.
  • Maintain SharePoint record management for team's acquisitions.
  • Provide quick turn‑around research and response for data calls.
  • Collaborate with government and support contractors effectively, and schedule stakeholders’ reviews and ad hoc meetings.

VISTA Technology Services, Inc. (VISTA) is seeking a Submarine Radar Acquisition Analyst to support a NAVSEA Program Office. This is a hybrid position reporting on-site in Washington, DC 1 day a week and as needed.

The successful candidate will be passionate to support pre and post-award Navy contracts and improve the process that defend our nation. As an acquisition management professional they will understand that both sides of the acquisition and contracts life-cycle are pivotal to the customer’s mission.

Responsibilities
  • Provide overall acquisition process expertise and support to the team leadership, Radar APM, and support contractors
  • Review acquisition documents, Acquisition Strategies, Acquisition Plans, Justification and Approvals, and Statements of Work for quality, completeness, and consistency
  • Facilitate the routing of acquisition documents and track and report the stakeholder review and signature process
  • Coordinate and review team Purchase Requisition (PR) drafts for new contract requirements and modifications to established contracts within the system and generate PRs for submission to the contracting office
  • Analyze, assess, and create acquisition program documentation (e.g., Acquisition Strategy, Purchase Requisitions, Contract Modifications)
  • Develop and contribute to solutions to a variety of problems of moderate scope and complexity
  • Determine appropriate acquisition approaches based on the DoD adaptive acquisition framework
  • Research, analyze, assess, and coordinate acquisition program documentation based on a selected adaptive acquisition pathway, including an acquisition strategy, acquisition program baseline, and acquisition decision memorandum
  • Develop acquisition documents, including the initial capabilities document, capability development document, acquisition strategy, acquisition program baseline, program management plan, acquisition decision memorandum, affordability estimate, analysis of alternatives, and cost analysis and requirements description

Basic Qualifications
  • Bachelor's degree AND 6+ years of experience specifically supporting DoD/DoW client‑facing acquisitions and contracts OR Master’s degree and 4+ years of experience specifically supporting DoD/DoW client‑facing acquisitions and contracts
  • Experience developing pre‑award acquisition documentation, such as Acquisition Strategies and Plans (AS & AP), Justifications and Accreditations (J&As), or Statements of Objectives and Statements of Work (SOWs & SOOs)
  • Experience developing post‑award contract documents, such as Purchase Requisitions (PRs/MODs) or Technical Instructions (TIs), and managing Contract Status Reports/Trackers (CSRs)
  • Experience with Microsoft Office, including Word, Excel, PowerPoint, and Project
  • Possession of excellent and highly effective organizational, verbal, and written communication skills
  • Ability to self‑start and multitask in a fast‑paced environment and prioritize workload with minimal supervision
  • Active DoD Secret Clearance
Desired Qualifications
  • 8+ years of experience supporting Navy, including NAVSEA acquisitions and contracts
  • Experience using DoD contract‑writing systems such as SPS/PD2/ePS/AMS
  • DAWIA or NCMA Acquisition Certifications

Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract‑specific affordability and organizational requirements. The projected compensation range for this position is $120,000.00 to $150,000.00 (annualized USD) based on years of experience. The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees. We also offer a competitive leave package and a generous benefit plan which includes medical, dental, vision, life and disability insurance, tuition assistance, and an employer matching 401(k) plan.
