The successful candidate will support all three business units, managing full‑lifecycle procurements for high‑value purchase orders and subcontracts. Experience with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) is required.

Principal Accountabilities and Success Factors

The Subcontracts Specialist will play a key role in sourcing, negotiating, and managing the acquisition of complex products and services for government‑funded projects under strict compliance requirements.

  • Manage full‑lifecycle procurement for high‑value and complex subcontracts, including drafting, reviewing, executing, and renewing agreements, task orders, and modifications while ensuring compliance with FAR, DFARS, and other agency‑specific requirements. Issue CPSR‑compliant subcontracts.
  • Identify and qualify suppliers through market research, reviewing specifications and statements of work, and developing requests for information (RFI) and requests for proposals (RFP). Support evaluation criteria, down‑selection, and award decisions, and evaluate supplier responses for compliance.
  • Analyze supplier proposals and conduct cost/price analyses. Negotiate terms, including flow‑down clauses, payment terms, and delivery schedules. Maintain an organized electronic subcontract repository, keep stakeholders informed of milestones, and administer contracts, monitoring performance and ensuring timely closeouts. Drive cost‑saving and continuous improvement initiatives.
  • Support internal and external audits, reporting, and compliance reviews (e.g., CPSR, DCMA, DCAA). Conduct supplier assessments and lead improvement plans as needed.
  • Collaborate with program management, contracts, accounting/finance, legal, and quality assurance to provide technical, regulatory, and compliance support aligned with program goals.
Minimum Qualifications
  • Bachelor’s degree in a relevant discipline (e.g., Supply Chain Management, Finance, Business).
  • Minimum of 4 years of experience in subcontract administration or procurement, specifically supporting federally funded customer contracts.
  • Experience with U.S. Government contracting procurement regulations (FAR, DFARS).
  • Ability to read and interpret moderate terms and conditions of sales and purchases.
  • Experience working with high‑level (executive) internal and external customers.
