Job summary

Jacobs Engineering Group Inc. is seeking a Subcontracts Manager for Life Sciences North America. You will lead a team of subcontract administrators, coordinate procurement for major life sciences projects, and ensure adherence to subcontract terms.

Travel 10-20% and oversee construction contracting in an EPCM environment. Ideal candidates bring a bachelor’s degree, 10+ years of EPCM experience, and strong communication, leadership, and problem-solving skills.

Qualifications

• Bachelor’s degree or equivalent in business, construction, supply chain, or operations management.
• 10+ years of experience in an EPCM construction contracting environment.
• Experience in Biopharmaceutical/Life Science Manufacturing Projects preferred.
• Travel - Anticipated travel 10-20% of the time.

Responsibilities

• Develop upfront procurement planning activities, including SMEP subsections and subcontracting strategies.
• Manage a team of subcontract administrators and supporting procurement functions.
• Use critical thinking to maximize efficiency of subcontracting efforts.
• Coordinate procurement of subcontracted services and administer procurement agreements and change orders.
• Review subcontract invoices and ensure approvals per contract terms.

As a Subcontracts Manager for Life Sciences North America, you will be responsible for contracting major construction services for large and critical Projects (Projects with a Total Installed Cost of $200M - $750M or those of high importance to Jacobs, regardless of value, based on client relationship, at-risk incentives, or compensation structure, inherent challenges, or strategic importance to the business). The Subcontracts Manager coordinates and supervises the daily activities of, and is accountable for, the results of a team of Subcontract Administrators on a Project.

The Subcontracts Manager has extensive knowledge and understanding of procurement concepts, principles and practices, and the techniques of ensuring task completion and serves as an expert within the organization. They understand the role of procurement and its integration with other project functions, accomplishes value-added expectations, and performs assignments in accordance with established policies and procedures.

The Subcontracts Manager reports directly to the Director of Subcontracts. While supporting Jacobs’ Projects, the Subcontracts Manager will report indirectly to the assigned Project Procurement Manager (PPM), Project Manager, or Construction Manager.

Some responsibilities will include:

• As a Subcontracts Lead, develop upfront Procurement planning activities such as the Subcontracting section of the Supply Management Execution Plan (SMEP), establishing Subcontracting Strategies, and developing project-specific templates, reports and tools
• As a Subcontracts Lead, manage the activities of a team of subcontract administrators and other supporting procurement functions. This typically includes, establishing package assignments and priorities, eliminating obstacles, managing the interface with Jacobs and Client management, providing on-the-job training, and offering support and guidance
• As Subcontracts Lead, use critical thinking and problem solving to maximize the efficiency and effectiveness of the Project’s Subcontracting efforts
• Utilizes established policies, procedures, systems, and tools
• Coordinates the procurement of subcontracted services and administers Procurement Agreements and change orders (modifications) to accomplish project or group objectives and obligations
• Reviews subcontracts-related invoices and ensures that invoices are approved in accordance with terms and conditions agreed within the subcontract

Here’s what you'll need

• Bachelor’s degree in a business, construction, supply chain, or operations management, or equivalent years of experience in lieu of degree
• 10+ years of experience in an EPCM construction contracting environment
• Experience in Biopharmaceutical/Life Science Manufacturing Projects preferred
• Travel - Anticipated travel 10-20% of the time.

The base salary range for this position is $119,400.00 to $200,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
