Job summary

Fluor Corporation is seeking a Contract Manager to oversee contract management activities on Fluor projects and service contracts. Responsibilities include supervising subcontracts, coordinating with legal and safety teams, and ensuring compliance with statutes and contract terms.

A TS/SCI with CI Polygraph clearance and US citizenship are required. The role reports to project leadership, develops contracting strategies, and supports proposal development, invoicing, and contractor performance

  • Accredited four-year degree and 1 year of work-related experience or five years of equivalent experience if non-degreed.
  • Ability to communicate effectively with audiences including management, coworkers, clients, vendors, contractors, and visitors.
  • Ability to learn and apply knowledge of applicable laws and guidelines at local, state/province, and federal/national levels.
  • Must have an active (or ability to obtain) TS/SCI with CI Polygraph clearance.

Job Description

This position provides contract management activities on Fluor projects or as service contract manager on individual Fluor service contracts. The role ensures compliance with all statutes, regulations, and contract terms and conditions. The contract manager reports to project, department, and company leadership on the health of the assigned project(s); participates in developing and approving contracting strategies and reviews contract awards within delegated authority, generally for mid to large contracts. Duties include, but are not limited to:

  • Manage multiple service subcontracts status and project subcontracts for multiple locations
  • Support trainings on subcontracts processes for new Project Managers & program leadership
  • Coordinate with legal representatives on terms and conditions exceptions or issues presented by subcontractors
  • Collaborate with safety/ESH team on proper processes for subcontractor safety approval
  • Conduct Peer reviews on subcontract files for anything over $150,000.00
  • Support Weekly corporate meetings with Supply Chain manager
  • Assist Project Controls on project processes and brief project managers
  • Organize service contracts to ensure timely co-termination
  • Administer moderately large and complex contracts
  • Negotiate contract terms and conditions, analyze commercial sections of proposals and technical proposal evaluations, coordinate technical scopes of work including interface with all project disciplines
  • Participate in proposal development activities including preparation of required proposal response, develop final proposal evaluations and prepare contract recommendations, and present recommendation to project team and/or client
  • Perform contract management post-award activities through evaluating contractors’ productivity, schedule adherence, contract change management, invoicing and claims avoidance
  • Perform closeout of contracts, finalize outstanding contract issues, issue final modifications and invoices, and coordinate completion of contractor performance evaluations
  • Other duties as assigned
Basic Job Requirements

  • Prepare, maintain, retrieve, and communicate records, reports, or documents that may be required to meet corporate and Contract Management requirements
  • Interface with all levels of the project team – and be able to represent and interface with all levels of internal and/or external management and corporate organization persons; conduct meetings with interfacing disciplines in the support of scope or commercial term development
  • Be proactive with contractors to ensure contract compliance, generation of progress, schedules, daily and other status reports, invoices, and supporting documents in a timely manner
  • Provide consultative analytical, and contract management support in the area of Contract Management for the project management, project controls, and construction management leadership and other senior leaders as required but generally reporting through a senior contracts manager
  • Protect the Company’s interests by enforcing warranties, mitigating risk, and providing oversight to project contract management teams with oversight from a senior contracts manager
  • Ensure timely payment of contractors
  • Manage contract processes to avoid claims and participate in the equitable settlement of claims
  • Perform Contractor resource survey Review contracts project set-up
  • Develop standard contract templates for a project, prepare Project Contract Procedures, and provide input to Project Final Report
  • Coordinate the timely issue/distribution/response of documents to the Contractor
  • Coordinate/maintain control of Site Instructions
  • Maintain a working knowledge of the Company’s Contract Management Standards, programs and goals by planning and applying Contract Management practices and procedures as established by the Company on a project site or in an office through departmental training, Fluor University® training, and the use of Fluor’s knowledge management portals and communities
Preferred Qualifications
  • Advanced degree such as Masters in Business Administration
  • Strong understanding of contracting principles and legal terms and conditions
  • Experience with administering the Request for Proposal/Request for Quotation (RFP/RFQ) process for contractors on heavy industrial construction projects
  • Experience with government contracts for Government Group
  • Extensive experience and knowledge in contract formation and contract administration required
  • Strong working knowledge of Contract Law
  • Experience in accurately formulating multiple compensation structures including, but not limited to, reimbursable cost, lump sum, and unit price
  • Experience in work change and claims evaluation and negotiation
  • Ability to create Project Specific Contract Terms and Conditions by flowing down terms from the Prime Contract
  • Experience working with Project Management, Engineering, and Construction to develop a sound Project Execution Plan and Contract Plan
  • Experience in the Team Contract Management approach to contracting which includes each department being responsible for a portion of the RFP/Contracting process
  • Experience in formulating strategies for individual contracts
  • Excellent communication skills
