Job summary

Amentum is seeking a dynamic Subcontract Administrator to provide cradle-to-grave subcontract administration for SOCPAC at Camp H.M. Smith, HI, with oversight from the Koapaka Office in Honolulu.

You will perform acquisition planning, source selection, cost/price analysis, negotiations, and post-award administration to support program objectives. Strong DoD contracting knowledge and a collaborative team mindset are essential.

Qualifications

  • Bachelor’s degree in Business Administration or related field with 2 years of experience in procurement, subcontracts, supply chain or related field; or a Master’s degree with 1 year of related experience.
  • Two years of experience may be substituted for each year of college.
  • Excellent communication and negotiation skills; working knowledge of SharePoint, Microsoft Office Suite, and integrated software applications.

Responsibilities

  • Prepare, review, and maintain subcontract and procurement documentation in compliance with CPSR, FAR/DFARS.
  • Develop, manage, and maintain subcontract files, monitoring deliverables and correspondence.
  • Evaluate proposals, quotations, and RFPs; conduct negotiations with subcontractors and prepare related documentation.
  • Coordinate with HR, Finance, AP, and Program teams and external stakeholders to ensure workflow and issue resolution.
  • Manage the lifecycle of NDAs, teaming agreements, and subcontracts from drafting to execution.
  • Provide compliance guidance on regulations and internal procedures to ensure legal standards.
  • Provide proposal support, issuing SOWs, RFPs, RFQs and participating in kickoff meetings.
  • Deliver subcontracts training and recommend process improvements.
  • Track and evaluate subcontractor performance against cost, deliverables and small business goals.

Job description

Amentum is seeking a dynamic and highly qualified Subcontract Administrator to provide all phases of subcontract administration, cradle to grave, to include acquisition planning, source selection, cost/price analysis, negotiation, post-award administration and closeout on behalf of Amentum’s Program Management Office (PMO) in support of Special Operations Command Pacific (SOCPAC) at Camp H.M. Smith, Hawaii. This position is located at our Koapaka Office in Honolulu, Hawaii.

Essential Responsibilities
  • Prepare, review, and maintain subcontract and procurement documentation, including acquisition plans, agreements, SOWs, certifications, and correspondence, in compliance with regulations (CPSR, FAR/DFARS).

  • Develop, manage, and maintain subcontract files, including monitoring deliverables, modifications, and correspondence, while ensuring compliance and supporting closeout processes.

  • Evaluate proposals, quotations, and RFPs; conduct negotiations with subcontractors regarding terms, conditions, and pricing; and prepare associated documentation.

  • Coordinate with functional teams (e.g., HR, Finance, AP, and Program teams) and external stakeholders (e.g., subcontractors and vendors) to ensure seamless workflow and issue resolution.

  • Manage the lifecycle of agreements (NDAs, teaming agreements, subcontracts), from drafting to negotiation and execution, ensuring alignment with company policy and regulatory requirements.

  • Conduct compliance oversight and provide guidance to project teams on regulations (CPSR, FAR/DFARS) and internal procedures to ensure legal and company standards are met.

  • Provide proposal support, including issuing SOWs, RFPs, and RFQs, conducting data calls, and participating in kickoff and stand-up meetings for new projects.

  • Deliver subcontracts training for staff, recommend process improvements, and ensure that project and subcontract goals are met.

  • Track and evaluate subcontractor performance, including cost, deliverables, compliance with terms, and small business goals.

Minimum Requirements
  • Bachelor’s degree in Business Administration or related field, and two (2) years of experience in procurement, subcontracts, supply chain or related field; or a Master’s degree and one (1) year of related experience.

  • Two (2) years of experience in procurement or related fields may be substituted for each year of the four (4) years of college.

  • Excellent communication and negotiation skills and working knowledge of SharePoint, Microsoft Office Suite, and integrated software applications are required.

Knowledge of various subcontract types (Cost-Plus, Fixed Price, Time & Materials, and

  • subsets thereof).

  • Must be able to obtain and maintain a DoD Secret Security Clearance, which includes U.S. citizenship

Preferred Qualifications
  • Experience with Costpoint or similar ERP system, to include use of the purchasing module.

  • 5+ years Government contracting.

  • Large DoD IDIQ/task-order experience.

  • Managing numerous subcontractors simultaneously.

  • CPCM, CFCM, CPSM or equivalent.

Please note this position is contingent based on award

The salary range for this position is $150K to $175K (salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
